School Heads Warn of Disruption to Education Due to Delayed Funding
A looming crisis threatens to send countless students home as early as next week, following the government’s failure to release necessary capitation funds.
The Kenya Secondary School Heads Association (KESSHA) has voiced its frustration over the ongoing delays in funding for the second term, which has left schools in a precarious financial situation.
With over Ksh21 billion still unallocated, many institutions are struggling under the weight of growing debts, forcing them to make tough choices regarding resource distribution.
During a press conference on Saturday, May 3, school leaders highlighted how the funding holdup has begun to destabilize their operations, impacting everything from administrative functions to the upkeep of vital facilities.
“When government funding is delayed, it disrupts our services. For instance, we struggle to pay our suppliers on time, which can lead to interruptions in their deliveries,” explained one head teacher.
“This funding lag can also hinder our schools’ performance. We urge the government to expedite the release of capitation funds to our institutions.”
This announcement comes just a day after Education Cabinet Secretary Julius Ogamba revealed plans to allocate Ksh21 billion in capitation to public schools next week.
Speaking at the Naivasha Education Conference on May 2, Ogamba emphasized that these funds are crucial for school leaders as they prepare for the new term that commenced on Monday.
He attributed the delays in fund disbursement to the government’s limited financial resources, noting that approximately 30 percent of the national budget is typically earmarked for education.
“Some government-funded initiatives are quite expensive, which has occasionally caused us to fall behind in releasing capitation to schools,” Ogamba acknowledged.
Additionally, the Education Cabinet Secretary cautioned school heads against imposing extra charges, reinforcing that the Ministry prohibits such practices.
The ongoing delays in these essential funds have cast a shadow of uncertainty over the future of public education, particularly as the government faces challenges in rolling out the Competency-Based Education system.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE
The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189. This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.
GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.
Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

How to revise/ apply for Courses
- To apply or change your courses, access the portal via the website kuccps.ac.ke or log in directly through the link students.kuccps.net.
- You can also download the KUCCPS Students App. The deadline for applying/ revising your courses is June 11, 2021.

Application Guidelines
- To apply, login to the Student’s Portal using your KCSE Index Number and KCSE Year. Use your Birth Certificate Number/KCPE Index Number as the Password.
- All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity. KUCCPS Online Application
- You may view the available programmes and their requirements by clicking the Programmes tab in the portal. You can also search for courses by institution, using the Institutions tab.
- As you select the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.
- Once you have settled on your preferred courses, you will only be required to enter the Programme Codes.
- To apply, use the Application/Revision tab to enter the Programme Codes.
- After confirming that the Programme Codes entered are for the courses you would like to apply for, please submit and follow the application fee payment instructions.
- An application processing fee is charged as follows:
- Students applying for the first time – Ksh 1,500
- Students revising their choices submitted in school – Ksh1,000
- The placement processing fee should be paid after you have selected courses.
- You are advised to keep your transaction code safely. It will be required before you make any subsequent changes to your application.
How to Pay for Kuccps placement application
- Go to your Lipa na M-PESA Menu
- Select Pay Bill
- Enter Business Number 820211
- For the Account Number, enter your KCSE Year and KCSE Index Number (no space)
- Enter your M-PESA PIN and Send.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS
• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway
The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
- 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
- Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
- Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
- Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
- Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
- Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
- Placement results will show where learners have been placed
- Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
- All schools, both public and private shall admit Grade 10 through KEMIS
- Leaners will be entered to the KEMIS System only after reporting physically to the school.
- Daily online reporting shall be monitored through KEMIS
Replacements
- Schools with vacancies will declare through their respective county directors of education
- Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
- Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
- Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
- Replacement will be done once and shall be irreversible

Education CS Ogamba says schools haven’t received the required Capitation Funds

Members of the National Assembly have raised the alarm over delays in the disbursement of capitation funds to schools, warning that the financial strain could undermine the provision of free and compulsory education in the country.
Appearing before the Committee on Education, Cabinet Secretary for Education, Hon. Julius Migos, faced questions from legislators seeking clarity on the Ministry’s plans to ensure timely and adequate funding for public schools.
The meeting followed a request for a statement by Hon. Robert Mbui, who expressed concern over the underfunding of schools. He noted that in Term One of 2025, schools had only received Ksh. 14 billion out of an expected Ksh. 28 billion, resulting in acute cash flow challenges and accumulation of pending bills. According to Mbui, the capitation shortfall had ballooned to Ksh. 64 billion over the past five years.
“How free is education in Kenya if schools are forced to run on half their budgets?” asked Hon. Rebecca Tonkei. “The government must address how schools are expected to operate amid such financial uncertainty.”
In his response, CS Migos acknowledged the funding gap, noting that while the Ministry had disbursed Ksh. 28.8 billion to secondary schools in two tranches—January and March 2025—this was still Ksh. 7.5 billion short of the required Ksh. 36.3 billion for the term.
“We disbursed 50% of the budgeted amount in two tranches, but the printed estimates had a deficit. That’s a reflection of the fiscal pressure we are under,” said CS Migos.
“Free education must be meaningful. Our population is increasing at almost 5% annually. We must find workable and sustainable solutions to fund the sector,” noted Committee Chair, Hon. Julius Melly
He explained that while budgeting is based on enrollment data from the National Education Management Information System (NEMIS), actual disbursement had shifted to the Kenya Education Management Information System (KEMIS) to address data inconsistencies. “We had to move to KEMIS because of the persistent challenges in NEMIS,” he said.
However, MPs expressed dissatisfaction with the explanation, with Hon. Clive Gesairo questioning how the Ministry could be unaware of pending bills affecting secondary schools. “This shows a serious gap in planning. The Ministry must know the exact debt it owes schools,” he said.
The Committee also heard that in 2025, each primary school learner was entitled to Ksh. 1,420, junior secondary school learners Ksh. 15,043, and secondary school learners Ksh. 22,244. However, the Ministry admitted that not all funds reach schools due to deductions—Ksh. 75 per primary pupil, for instance, is sent to the Kenya Institute of Curriculum Development for textbooks, while Ksh. 20 supports co-curricular activities.
On examination funding, the CS clarified that national exams are not covered under capitation but are instead funded separately through allocations to the Kenya National Examinations Council (KNEC). Internal examinations, however, are allocated Ksh. 36 per primary school learner, Ksh. 647 for junior school, and 11% of tuition allocation for secondary schools.
To enhance timeliness, CS Migos said the Ministry now disburses capitation based on school terms—50% in Term 1, 30% in Term 2, and 20% in Term 3. He cited delays in exchequer releases and erroneous data uploads by schools as key contributors to disbursement bottlenecks.
The CS urged MPs to push for adequate budgetary allocations in the upcoming financial year. “We appeal to this Committee to support the Ministry in securing funds at the approved rates to ensure that no school is left behind,” he said.
