TSC Teachers to Benefit from New Two-Year Programme Organised by Ministry of Education
The Ministry of Education announced the establishment of a two-year in-service diploma programme for practicing teachers under the Teachers Service Commission (TSC).
The training, which will take place at the Kenya Institute of Special Education (KISE), is set to commence in 2025 and will concentrate on Special Needs Education (SNE).
This new initiative prepares teachers with the skills necessary to educate learners with various disabilities, including individuals with visual and hearing impairments, those with autism and other intellectual disabilities, individuals facing physical challenges, as well as those who are deafblind.
It forms a part of the broader mandate of the ministry concerning inclusive education throughout Kenya.
In-service teachers who meet specified criteria are encouraged to submit applications for the scholarship.
Consequently, applicants must be Kenyan citizens aged below 50, hold a P1 teaching certificate, and have a minimum of five years of teaching experience with TSC.
Furthermore, applicants are required to provide certified copies of their original academic and professional qualifications, in addition to a national ID or passport, a recent passport-sized photograph, and all other requisite supporting documents.
Teachers intending to apply for the programme may obtain the application forms from the ministry’s website or from county and sub-county education offices. Completed forms must be submitted in person to the Sub-County Director of Education (SCDE) by 9th May 2025.
The SCDE offices will then forward the applications to the Ministry’s headquarters at Jogoo House by 16th May 2025.
The process of enrolling teachers through this application procedure has made provisions for those with disabilities.
For instance, individuals who are visually impaired will not be required to submit their applications in handwritten format.
In contrast, Education Principal Secretary Julius Bitok stated that no registration fee would be imposed, reflecting the government’s commitment to facilitating accessibility and inclusiveness in this process.
Successful applicants will subsequently be contacted via SMS regarding the procedure for obtaining their admission letters.
This training programme is anticipated to significantly enhance the competencies of teachers in effectively addressing the needs of special needs learners, thereby promoting the ideal of equitable educational opportunities for all students in Kenya.

TSC vs KNUT Debate on Teacher Recruitment: Who’s Right?
Kenya aims to be a successful and competitive country by 2030, with a focus on providing a good quality of life for everyone. Education is key to achieving this goal, and teachers play an important role in the education system. Having well-qualified teachers is essential for creating a strong education system that prepares citizens with the skills needed for various jobs and helps the country grow.
Debate on Teacher Qualifications
There’s a disagreement between the Kenya National Union of Teachers (KNUT) and the Teachers’ Service Commission (TSC) about how to hire teachers. KNUT believes that teachers should be hired based on their highest academic qualifications, even if they didn’t do well in their Kenya Certificate of Secondary Education (KCSE) exams. They argue that this approach would help solve the teacher shortage.
On the other hand, the TSC requires teachers to have at least a C grade in KCSE to qualify for a Diploma teaching position. This raises questions about whether we should prioritize the number of teachers over the quality of education. What should be the minimum requirements for hiring teachers without lowering education standards?
Teaching in Kenya
Teaching is one of the few professions in Kenya that is held accountable for student performance, while other professions, like medicine and engineering, are not judged as harshly for their outcomes. For example, we rarely hear about doctors or engineers being removed from their jobs for poor results, even though mistakes can have serious consequences.
If education is as important as medicine or engineering, shouldn’t there be minimum standards for teachers starting from high school?
TSC vs KNUT
In Finland, which has one of the best education systems, teachers must have at least a bachelor’s degree. While Kenya is not there yet, the TSC is working to improve the standards for entering the teaching profession. KNUT should advocate for systems that ensure a steady flow of qualified teachers from high school onward.
The TSC has set the minimum requirement for Diploma teachers at a C grade. KNUT, along with the Ministry of Education and universities, can work on programs that help students meet this requirement.
Promoting Teaching as a Career
The Ministry of Education can also promote teaching in high schools through internships, mentoring, and scholarships for talented students interested in teaching. This will help ensure that future teachers have the right qualifications from the start.
By focusing on quality rather than just quantity, we can improve how teaching is viewed in Kenya, giving it the respect it deserves. Once teachers are hired, they should receive ongoing training and support to help them grow as educators.
Some of these initiatives are already being implemented by the TSC. KNUT should work with the TSC to regularly check on teachers’ readiness to teach in our changing world.
Even if we hire teachers with advanced degrees, they may not have the skills needed to teach effectively. To move our country forward, we need long-term strategies that improve our education system. Investing in the quality of teachers will lead to better student outcomes and help us achieve our national goals.

Five Jomo Kenyatta University of Agriculture and Technology (JKUAT) students have emerged top in the just concluded Microsoft University Partner Mentorship Programme.
The quintuple, Lumbert Omwag, Diana Iminza, Joram Mwangi, Sophie Uchi and Veronica Juma trounced other competitors drawn from various universities during the mentorship programme dubbed ‘Sustainable Agricultural practices to support Kenyan farmers’
The use of outdated technology is one of the major bottlenecks facing farmers in Kenya with obsolete technology reducing the potential productivity-boost that could take place in Kenya. In a move that will address this issue, Microsoft Africa Development Centre (ADC) introduced a semi-annual programme that targeted 2nd – 4th year University students to come up with technology-based solutions.
Speaking during the webinar where the winners of the programme were announced, Irene Githinji an officer from Insight Management Consultants said in collaboration with Microsoft Africa Development Centre (ADC) they formed teams from 5 different Universities with the aim of creating a solution that encompasses technologies to support farmers in delivering higher yields, provide insight to climate-smart crops, tools, new markets and the know-how to transform their agricultural ventures.
“In our pilot we had 125 students from five universities which include JKUAT, University of Nairobi (UoN), Dedan Kimathi University of Technology (DeKUT), United States International University (USIU) and Strathmore University,” she said, adding, “in our next cohort we will double the number of institutions and go beyond Kenya.”
Lumbert Omwag, lauded the programme saying it equipped them with practical skills in farming and rearing of livestock “I am now well quipped to tackle challenges farmers face in their day to day activities”.
On his part, the Dean, School of Computing and Information Technology, Dr. Michael Kimwele, thanked the ADC team for selecting students from JKUAT for the first cohort. He said he was elated to realize that another 20 students had been picked to participate in the 2nd cohort.
With each University producing five teams, the programme included five weeks of virtual instructor-led and self-paced learning on programming and developer tolls and practicing agile development. This is geared towards building a solution that addresses the challenges presented by ADC.
