Schools have been given liberty to increase school fees so as to put up new structures that will accommodate new students joining them next year.
While releasing the 2020 form one placement results, Education Cs Prof George Magoha said the principals should do this in consultation with the parents ans schools’ boards. The CS made the remarks at the Kenya Institute of Curriculum Development, KICD, on Monday December 2, 2019.
“Nothing stops a patriotic principal from engaging his or her Board of Management to see if he (/she) can persuade voluntarily, people who want to improve the infrastructure of their schools,” Magoha said adding that parents who cannot afford to contribute should not be forced to do so.
For all the latest schools’ news, visit the link below;
This would be good news to school principals who have been agitating for increase in school fees; saying what the parents and government pay is not sufficient to run the schools efficiently.
NEW FEES PROPOSALS
In February this year, the National KESSHA (Kenya Secondary Schools Head Association) chairman, Kahi Indimuli, presented a proposal to the Education Ministry that sought to increase secondary schools’ fees.
In the the proposals, the principals wanted fees in national or extra county schools in urban areas raised by Sh15,848 to Sh91,646 up from Sh75,798. For extra-county schools in other parts of the country, the principals wanted the charges raised by Sh17,773 from Sh62,679 to Sh80,452.
Indimuli said the government retains KSh4,196 for textbooks, KSh200 for a science and mathematics improvement programme (CEMASTEA), kSh270 for activity, KSh900 for medical insurance and KSh6,000 for infrastructure. This leaves the schools with only about Sh10,600 out of the Sh22,244 subsidy per student.

But, CS Magoha was quick to advise parents to report any cases of excessive charges by schools to the Ministry. “Parents are therefore advised to only pay the amount of fees set by the Ministry and report any incidents of students who are turned away ,” the advised while, at the same time warning principals against sending students away for lack of fees.

The Teachers Services Commission, TSC, has made changes in the manner in which school administrators are to be appointed. In a break from the norm, the appointment of all primary school and secondary schools’ administrators (apart from extra county and national schools) shall now be decentralized to the counties and regional offices.
Primary school administrators include: head teachers, their deputies and senior teachers. On the other hand, secondary school administrators are: Principals, their deputies and senior masters.
“The commission has directed that the appointment and deployment of of all primary schools institutional administrators and all institutional administrators for county, sub county and day (secondary) schools be coordinated by the Regional Director.” reads, in part, the latest circular by TSC boss Dr. Nancy Macharia.
NEW PROCEDURE FOR APPOINTMENT AND DEPLOYMENT OF SCHOOL ADMINISTRATORS.
This latest directive is an commandment to the 2017 circular on ‘POLICY ON APPOINTMENT AND DEPLOYMENT OF INSTITUTIONAL ADMINISTRATORS’. In this circular, appointment and deployment of school administrators rested solely with the head quarter.
In the new guidelines, the county director (TSC) has been mandated to identify the number of available administrative vacancies within the county. The TSC head office shall then advertise the existing vacancies. Applications shall then be made online by interested and qualified candidates.
The head office shall do the shortlisting and send lists to respective counties. The Regional Director will then conduct interviews for selected candidates; in liaison with respective county directors. It will now be the responsibility of the Regional Director to appoint and deploy successful candidates.
The regional selection panel shall have the regional director (who shall be the chair), the host county director (secretary), the host county Human Resource Officer and all other county directors from the region.
Similarly, the county selection committee shall be composed of: the county director (chairperson), host sub county director (secretary), the county Human Resource Officer and all other sub county directors from the county.
The regional director will be fully in charge of the whole exercise.
“This (appointment and deployment of school administrators) is a sensitive assignment that requires your individual supervision and coordination. You are expected to ensure that the exercise is carried out in a transparent and accountable manner.” reads the riot act by the TSC boss to all regional directors.
The new guidelines have also outlined the numbers of administrators required for each school category. A single streamed school (both primary and secondary) is supposed to have one school head/ principal, deputy and senior teacher/ master. A primary school with 10 streams and a maximum of 4,000 learners shall have one head teacher, 2 deputies and 8 senior teachers.
A secondary school with 12 streams and a maximum of 2,100 students will have one principal, 2 deputies and 9 senior masters.
The minimum workload of a primary school teacher will be 35 lessons per week while t a secondary school teacher will handle a minimum of 27 lessons per week.
Where there are 2 deputy deputies, one shall be in charge of academics while, the other taking charge of administrative responsibilities.

ST. THERESA’S GIRLS HIGH SCHOOL BRIEF HISTORY
Theresa’s Girls Secondary School had a humble beginning, as a primary School in 1935, with two distinct sections, the Girls Boarding section and Boys Day section, with two Headteachers in the church compound. As the population of the twin sections of the school increased, it became necessary to separate the Boys from the Girls. The Boys moved to Kibuye mixed primary school.
In 1986, the Catholic Church together with a group Kisumu Catholic faithful, calling themselves Kisumu Catholic Education Society, came up with the idea of providing Secondary Education for Girls. This bore fruit in 1987 when the School was registered as a single stream Boarding Secondary School. In order to give room, the Girls primary was moved to a new site, renamed St. Mary’s primary school to avoid confusion.
The initial infrastructure the school used were inherited from the two primary schools. the need for building facilities arose. The Archdiocese of Kisumu came in handy and put up a dormitory named St. Joseph and a multi-purpose hall attached to a kitchen . Between 2000 – 2005, the school population increased, other buildings were required, in 2000 the first fund raising was done, together with the school’s savings, two Laboratories and four classrooms were constructed named Austin Orowe Wing.
In order to address congestion in the dormitory. The Board sought assistance from the Franciscan Brothers in Germany, the donation was used to put up storey dormitory named St. Francis in 2004.
Kisumu Town West constituency has not been left behind in the school development plan. In order to address classrooms needs of the School, the constituency development fund committee accepted to construct a two storey building made up of 12 classrooms. So far the ground floor is complete with four classrooms currently in use. To date Kenya shillings four million three hundred thousand (Kshs. 5,300,000/=) has been disbursed from the constituency fund towards this project.
The year 2008/2009, the school bought a 51 seater bus and sunk a borehole. The borehole has eliminate the perennial water scarcity. The school continues to do well in curricula and co curricula activities as seen in the ever improving results and performance in games and drama/music.
