Requirements for Elective Post- Senator


NOTICE is hereby given to the public on the qualifications and requirements for candidates contesting for elective positions together with nominees to Party Lists in the upcoming General Election scheduled to be held on 8th August, 2017

Select position :

Qualifications:

  • Must have been a Kenyan citizen for at least 10 years before the election;
  • Must not owe allegiance to a foreign state;
  • Must be a registered voter;
  • Is nominated by a Political Party or is an independent candidate;
  • Must meet the statutory moral and ethical requirements under the Leadership and Integrity Act;
  • Must not be a public officer or acting in any State of public office other than a Member of Parliament;
  • Must not hold dual citizenship unless citizenship of the other country has been obtained by operation of law without capacity to opt out;
  • Must not be an undischarged bankrupt;
  • Must not be a person of unsound mind;
  • Must not be subject to a sentence of imprisonment of at least six months from the date of registration of candidates or date of elections;
  • Must not have been found to have abused or misused state or public office or contravened Chapter Six of the Constitution; and
  • Must not have been dismissed or removed from public office for contravening the provisions of Articles 75, 76, 77 and 78 of the Constitution

Requirements:

The Candidate must submit the following documents to the Commission during the Commission Nomination:

  • A copy of a National Identity Card/valid Passport (the document used by the candidate to register as a voter)
  • A Passport size photograph with white background submitted in hard and soft copy.
  • If a Party Candidate, a Nomination Certificate from a fully registered political party nominating the candidate, duly signed by an authorized official of the party
  • A duly signed and dated Code of Conduct (Second Schedule of the Elections Act, 2011)
  • A duly filled Commission Nomination Form, including an original Statutory Declaration Form for purposes of nomination (Regulation 18(3) Elections (General) Regulations, 2012) and an original Self-Declaration Form (Regulation 46 of Elections (General) Regulations, 2012)
  • Nomination fees in a Banker’s Cheque payable to IEBC:
    • 50,000 for candidates
    • Kshs. 25,000 for a candidate who is a youth, a woman or a person with a disability

For an Independent Candidate

  • A Clearance Certificate from the Registrar of Political Parties certifying that the person was not a member of any political party for the last 3 months before the elections;(Regulation 15(a) (General) Regulations, 2012
  • An electronic and a printed copy soft and a hard copy of a list of at least 2000 supporters in the prescribed form, submitted to the Commission.
  • A duly filled Form of Intention to Contest submitted to the Commission in the prescribed form,
  • A symbol the candidate intends to use during the election, which has been approved by the Commission
  • Establish and maintain a functioning office in the respective electoral area where the candidate is contesting, which must be available for inspection by the Commission at least 45 days before the elections. The address, including the physical address of the office must be communicated to the Commission.

How to check HELB disbursement status online

Although many students find it difficult to check their loan disbursement status, the process is very simple. To check for your HELB loan disbursement follow these steps:

  1. Visit HELB website www.helb.co.ke
  2. Click on loan status. You will be directed to your HELB portal (You must have registered with HELB)
  3. Click on disbursement a form indicating your loan disbursement status will appear
  4. Click on disbursement and a form indicating your loan disbursement status will appear.

You can also check your loan disbursement status through your bank account that you used during first time registration.

Students with HELB smart card can use it to check their loan disbursement status. Remember that the smart card has three parts, tuition, upkeep and general use. Amount in the tuition part cannot be withdrawn.

A student can also access HELB loan services using Short message services, SMS. The following services can be obtained through SMS code:

HOW TO REGISTER FOR HELB LOAN MOBILE SERVICES.

  1. Go to your dialer on your mobile and enter *642# and send.
  2. Then Select/ enter 1 and send.
  3. On the next window prompts, provide your: First name, last name, National ID number, date of birth.
  4. Enter a PIN you can easily remember and confirm it.
  5. A registration success message will be displayed thus: “Thank you for registering with the HELB mobile platform. You will receive SMS Confirmation Shortly.”

HOW TO CHECK FOR HELB LOAN APPLICATION AND DISBURSEMENT STATUS.

  1. Enter *642# into your dialer.
  2. Select option 1 for log in.
  3. Enter your PIN.
  4. Select 1 for Loan application and Disbursement.
  5. For Disbursement report select option 1 and select the academic year. Your loan disbursement report will be sent to your line via SMS.

HOW TO CHECK HELB LOAN REPAYMENT STATUS USING MOBILE PHONE

  1. Dial *642# and send.
  2. Select option 1 to log in.
  3. Enter your PIN.
  4. Select Option 2 for Loan Repayment.

HELB was established with the aim of not just recovering all matured loans, but to raise sufficient funds to meet the rising loan demand and attain faster turnaround in loan repayments.It consists of three tiers:

  1. Undergraduate section, which deals with recovery of undergraduate loans
  2. Jielimishe Loan section that is charged with the responsibility of disbursing and recovering of loans from salaried students.
  3. Allocation section charged with the responsibility of collection and updates of loanees’ accounts.

The Debt Management Department is committed to recovering all matured loans with utmost diligence in line with the HELB Act 1995 and in conformity with the dynamic customer expectations.

Repaying your Student Loan

Undergraduate Loan Repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance.

Completion of Loan Repayment

Upon completion of loan repayment, kindly seek clearance from HELB. Please note that only HELB and not your employer can confirm your loan repayment status. HELB shall confirm loan repayment completion by issuing certificate of clearance. For clearance, please fill in the Loan Recovery Enquiry form.

Over Repayment

If you overpay your loan, you will receive a refund from HELB and not your employer. To claim refund, please fill in the Loan Recovery Enquiry form.

UDA Grass root Elections: Available Positions, Requirements

UNITED DEMOCRATIC ALLIANCE, UDA, GRASSROOT ELECTIONS.

The United Democratic Alliance will hold grassroots elections at the Polling Centre, Ward, Constituency, and County levels, in accordance with articles 16,17,18 and 19 of the party constitution and in accordance with articles 8, 9, 10, 11, 12, 13, and 14 of UDA Party Elections regulations.

Interested members should submit applications on or before set deadline.

1. The various positions to be contested at each level are;

ARTICLE 16: THE COUNTY CONGRESS-OFFICIALS

The County Congress comprises Twenty (20) Constituency Committee Members drawn from each Constituency from the County and the elected County leaders of the party in the county. (Governors & Deputy Governors, Senators & Women Reps)

The County Congress shall elect from among themselves thirteen (13) officials and seven (7) other members (at least 3 from either gender) to constitute the County Executive Committee.

  1. Chairperson and Deputy Chairperson (One (1) from each gender);
  2. Secretary and Deputy Secretary (One (1) from each gender);
  3. Treasurer;
  4. Representative of the religious groups;
  5.  Representative of professional groups.
  6. Seven (7) members (at least Three (3) from either gender)
  7. Organizing Secretary;
  8. Representative of Youth;
  9. Representative of Women;
  10. Representative of Persons with Disability;
  11. Representative of MSMEs;
  12. Representative of farmers;

ARTICLE 17: CONSTITUENCY CONGRESS – OFFICIALS

The Constituency Congress comprises the Twenty (20) ward Committee members from each Ward and the elected leaders of the party in the constituency (Member(s) of the National Assembly.)

The Constituency Congress shall elect from among themselves thirteen (13) officials and seven (7) other members (at least 3 from either gender).

  1. Chairperson and Deputy Chairperson (1 from either gender);
  2. Secretary and Deputy Secretary (1 from either gender);
  3. Treasurer;
  4. Organizing Secretary;
  5. Representative of Youth;
  6. Representative of Women;
  7. Representative of Persons with Disability;
  8. Representative of MSMEs;
  9. Representative of farmers;
  10. Representative of the religious groups;
  11. Representative of professional groups;
  12. Seven (7) members (at least 3 from either gender)

ARTICLE 18: THE WARD CONGRESS-OFFICIALS

The Ward Congress comprises Twenty (20) polling Centre Committee members from each polling Centre in the ward and the elected leaders of the party in the Ward. (MCA)

The Ward Congress shall elect from among themselves thirteen (13) officials and seven (7) other members (at least 3 from either gender) to constitute the Ward Executive Committee.

  1. Chairperson and Deputy Chairperson (1 from either gender);
  2. Secretary and Deputy Secretary (1 from either gender);
  3. Treasurer;
  4. Organizing Secretary;
  5.  Representative of Youth;
  6. Representative of Women;
  7. Representative of Persons with Disability;
  8. Representative of MSMEs;
  9. Representative of farmers;
  10. Representative of the religious groups;
  11. Representative of professional groups;

ARTICLE 19: POLLING CENTRE MEMBERS COMMITTEE

The polling Centre Committee shall be elected by all the party members at the polling Centre and shall comprise the following categories;

1. Three (3) members representing the religious groups (At least one (1) from either gender);
2. Four (4) members representing Micro, Small, Medium as well as large enterprises/traders (Two (2) from each gender);
3. Three (3) members representing the Professional groups (At least one (1) from either gender);
4. Four (4) members representing the Youth (Two (2) from each gender);
5. Three (3) members representing various categories of farmers; (At least one (1) from either gender).
6.One (1) member representing Special Interest Groups.
7. Two (2) other Members. (One (1) from each Gender.)

The twenty (20) polling Centre members shall elect from among themselves Thirteen (13) officials who shall form the Polling Centre Executive Committee.

  1. Chairperson and Deputy Chairperson (One (1) from each Gender.;
  2. Secretary and Deputy Secretary (One (1) from each Gender.);
  3. Treasurer,
  4. Organizing Secretary;
  5. Representative of Youth,
  6. Representative of the religious groups;

Candidates should select the desired election level. Note: The default level is the Polling Centre.

Verification of Details:

Prior to progressing, candidates must confirm the accuracy of the provided personal Payment Completion:

After verifying personal details, candidates must process their payment. The fee varies based on the election level chosen.

Confirmation via OTP.

Candidates will receive a One-Time Password (OTP) for verification. Ensure that the phone number provided is accurate to receive this OTP.

All county officials must be life members of the party before assuming office.

4. ELIGIBILITY

All candidates:

  • Must be fully paid up members.
  • Must apply through the UDA Election Portal.
  • Must have paid the relevant fees.
  • Must have their names on the register of members.

Additional requirements:

For Ward: Should either have been elected at the polling Centre or be a sitting MCA.

For Constituency: Should either have been elected at the ward or be a sitting Member of the National Assembly.

For County: Should either have been elected at the constituency or be a sitting Governor,
Deputy Governor, Senator, or Woman Representative.

Note: Aspiring candidates for County, Constituency, and Ward roles must commence their election at the Polling Centre.

5. VOTING PROCEDURE FOR PARTY ELECTIONS

The returning officer will enter your ID no. for verification. Once verified, you vote, select
your prefered candidate, and click the VOTE button.

Confirm Your Selection by Clicking’Confirm Vote’ Proceed to the Next Election and Cast Your Vote.

After Voting in All Elections, a summary of your choice will appear and you Confirm Your Votes

At the closing of voting, the Returning Officers Will Conclude the Process, Triggering the Generation of a PDF file with the final Results and tally.

1. How do you register as a voter?

      • An eligible voter must present himself or herself to the registration officer with his/her original identification documents at the designated registration centre during working hours.
      • The applicant fills the Application for Registration form (Form A)
      • Registered voters will be issued with a registration acknowledgement slip bearing the voter′s details.
      • However, this slip will not be a requirement for voting.

2. When can someone be denied registration?

      • When you are under 18 years of age
      • When you are not in possession of the original ID card or a valid Kenyan passport
      • When one is un-discharged bankrupt
      • When you have been found guilty by an election court or reported to be guilty of any election offence during the preceding five years.
      • If a competent court declares you to be of unsound mind

3. Is an eligible voter allowed to register more than once?

No! A person is only allowed to register once as a voter in a constituency or registration centre of his or her choice. It is an offence to register more than once.

4. What is the penalty of registering more than once?

Persons who have registered more than once are liable on conviction, to a fine not exceeding one hundred thousand Kenya shillings or imprisonment for a term not exceeding one year or both. Such persons shall be barred from participating in the immediate election and the next that follows.

5. Can a person transfer as a voter to another registration centre or constituency?
YES! A person may transfer as a voter to another registration centre of his or her choice within the registration period.
