Online communication has taken centre stage with the current trends and developments in Information and communications technology (ICT). Emergence of various solid Social media platforms has taken communication by a storm. Platforms like WhatsApp, Facebook, Twitter and Instagram have become so popular among social networks. Each has its own strengths and weaknesses; but, that is a story for another day.

Government institutions and prominent personalities have not been left behind either. They use these platforms for faster communication and sharing of very important information. Platforms mostly utilized are twitter and Facebook.

Cabinet Approves Policies To Stimulate Economic Growth, Empower The Youth

The Cabinet on Thursday November 21, 2019 approved a number of policies focused on boosting the country’s economy including the Kenya Youth Development Policy (KYDP) 2019 which seeks to mainstream issues affecting the youth.

The new youth policy seeks to coordinate youth programmes so as to address unemployment, radicalization, youth exclusion, cyber crime and trafficking in persons among other challenges facing the youth.

The Cabinet meeting chaired by President Uhuru Kenyatta at State House, Nairobi, also approved the Business Laws (Amendment) Bill 2019.

The amendments are aimed at improving business environment in the country so as to attract more investments and accelerate economic growth as well as raise the country’s ranking in the World Bank Ease of Doing Business Index to position 50 by 2020.

Among the statutes identified for amendment include the Law of Contract Act, the Industrial Training Act, the Registration of Documents Act, the Survey Act, the Stamp Duty Act, the Kenya Information and Communications Act and the National Construction Authority Act.

Others are the Occupational Safety and Health Act, the Land Registration Act, the Business Registration Act, the Companies Act and the Insolvency Act.

The Cabinet meeting, attended by Cabinet Secretaries led by Deputy President William Ruto, also approved the National Cooperative Policy.

The cooperatives policy establishes an institutional framework for enhancement of coordination of cooperative societies in the country and seeks to deepen the deployment of ICTs in the management of saccos as well as promote good corporate governance.

The Cabinet also approved regulations for non-deposit taking saccos aimed at protecting Kenyans against risks of poor investment decisions, inadequate transparency and information disclosure, disregard for members interests as well as self-preservation by officials of saccos.

On health, the Cabinet approved the establishment of Mathari National Teaching and Referral Hospital and the designation of Gilgil Hospital as a satellite mental health facility of Mathari.

Further, the President directed the Ministry of Health to establish a taskforce on the status of mental health in country and come up with new policies needed to address the growing concerns about mental health among Kenyans.

The findings of the taskforce which will be discussed in Cabinet within 90 days will assist government in allocation of resources to mental health.

Today’s Cabinet meeting also approved the piloting of the Engineered Base Stabilizer (EBS) roads in Nairobi City County. EBS is a new road construction technology that is considered relatively cheaper compared to the conventional approaches. The pilot will be carried out on low traffic volume access roads in Kibra and Dagoretti South constituencies and replicated in other areas if it proves successful.

The Cabinet meeting also discussed and approved the National Menstrual Hygiene Management (MHM) Policy which is aimed at scaling up the management of menstrual hygiene in the country.

The policy highlights MHM as a rights issue and brings it into the mainstream of the country’s health and development agenda by considering the prevailing social, economic, cultural and demographic contexts of women and girls.

Cabinet also approved the extension of the ban on logging by one year. However, the Ministry of Environment was directed to establish an inter-agency team to undertake an assessment of mature forests that are ready for harvesting and report back to Cabinet by April 2020.

On agriculture, the Cabinet approved Kenya’s membership to Africa Rice Centre (Africarice) and okayed the country’s membership to the International Solar Alliance (ISA).

On aviation, Cabinet approved the ratification of bilateral air services agreements with South Africa and Botswana.

The meeting also approved the hosting of the Next Einstein Forum (NEF) Global Gathering 2020 in the country.

NEF is an initiative of the African Institute for Mathematical Sciences (AIMS) in partnership with the German Robert Bosch Stiftung. Its objective is to produce African scientists and thinkers comparable to Sir Albert Einstein by working with the youth.

By hosting the global event, the Cabinet noted that Kenya will cement her status as a leading science, technology and innovation hub in the region.

CoronaVirus Shutdown: Catholic Bishops insist churches won’t be closed

The Kenya Conference of Catholic Bishops, KCCB, has insisted that the Catholic places of worship will not be shut down due to CoronaVirus fears. According to the Bishops, the Churches will remain open so as Faithfuls can find solace and a place to run to. This goes against the Government’s directive on total shutdown of all social places and learning institutions.

“In the wake of the outbreak of Coronavirus (COVID-19) in the Country and the world over, we are aware that there is heightened sensitivity and fear of further infections. On Sunday 8th March 2020, the Government of Kenya issued the directives on containing the spread of the virus. On Saturday 7th March 2020, we as the Bishops’ Conference had given some guidelines on how to curb the spread of the Coronavirus in our places of Worship,” Says Most Rev. Philip Anyolo who is the KCCB Chairperson.

Guidelines

In an effort to help prevent the spread of the Coronavirus, the Bishops have seen the need to give further Pastoral guidelines and precautionary measures in regard to the celebration of Holy Masses and other Liturgical activities. Here are the guidelines from the Bishops as contained in their signed memo dated March 19, 2020:

  • Catholic churches will remain open; they are not closing. They will be focal point of prayer, where faithfuls will find solace and strength from God.
  • The priests are asked to give Christ Faithful the messages of hope and encouragement. These messages touching on the Coronavirus must not create panic and anxiety, but rather, it should encourage the people to confront the current situation with serenity and courage knowing that we shall overcome the virus with the help of God.
  • The Holy Masses will continue to be celebrated in our churches but the Bishops’ Conference recommends that the Diocesan Bishops grant temporary dispensation from the Sunday Obligation for the next three weeks for any Faithful who may need it (c.f Catechism of the Catholic Church, no. 2181). However, those who are able to attend Sunday Mass may do so observing all the measures of prudence. At the same time, the Priests have asked to exercise caution in regard to large gatherings, that is, keeping the recommended distance of one metre. Priests to strictly exercise caution regarding the large gatherings. However, Masses should be brief.
  • Priests to be available to the Christians for Holy Communion outside the Mass, provided they do so in the Church in accordance with the Communion Rite. All Christians, especially those in restriction, are encouraged to continue benefiting from the Spiritual Communion or Communion of desire.
  • Those Christians who are impeded from attending Sunday Mass can also benefit from Live-streaming of celebration of Holy Mass through Televisions and Radio Stations. Catholic radios are urged to transmit live Masses.
  • The Bishops say there should be measures to discourage big events and Liturgical celebrations involving large gatherings of the Faithful.
  • In administering the Confession sacrament, the bishops discourage face-to-face confessions; and recommend that both the Confessor and the penitent should make use of the Confessionals provided within the linen device and preferably use protective masks.
  • For the time being, they discourage the celebration of the Masses in small Christian communities. Instead, priests can celebrate daily Masses in the main church or the Outstations for the intentions of the Christians taking into consideration one-metre distance.
  • On funerals, weddings, and Way of the Cross, the Bishops encourage the Priests and the Christian Communities to follow the directives given by the Government and the guidelines given by KCCB on limiting the number of participants and avoiding large crowds and common eating. They also ask for the suspension of all major National, Diocesan and Parish gatherings.
  • Those handling church offerings should wear protective devices, like gloves and masks where necessary.
  • The Bishops are asking our dear priests to celebrate Votive Masses of the Mercy of God as provided in the Sacramentary. In addition, they ask all believers to continue praying to God to end the coronavirus pandemic and pray for the quick recovery of the infected persons.
  • For other activities like Spiritual Programmes and Exercises, the priests should use their discretion in consultation with their Local Ordinaries and have recourse to the technology at our disposal.
  • Guidelines on the celebration of Sacraments and the Easter Celebrations will be given in due course.

The Bishops are asking Kenyans to keep observing the basic precautionary hygienic measures given by the Ministry of Health and KCCB that will help minimize the spread of the virus as well as protect oneself from being infected by COVID-19.

Employees to get increased salaries as President Kenyatta Assents To The Tax Laws (Amendment) Bill, 2020

President Uhuru Kenyatta today at State House, Nairobi signed into law the Tax Laws (Amendment) Bill, 2020.

The new tax law amends several statutes to cushion the economy and Kenyans against the effects of the Covid-19 pandemic as announced by the Head of State.

The Amendment Bill, which was published on 30th March 2020, has amended tax-related laws in Kenya including the Income Tax Act (CAP 470), the Value Added Tax Act of 2013, the Excise Duty Act (2015), the Tax Procedures Act (2015), Miscellaneous Levies and Fees Act (2016) and the Retirement Benefits Act(1997).

The amendments include the raise in the threshold for turnover tax to between one million and fifty million shillings so as to exclude small-scale traders from the presumptive tax. The new law further lowers turnover tax rate from 3 to 1 percent.

The amended law, which mainly targets low-income earners, includes a 100 percent Pay As You Earn (PAYE) tax relief for employees earning less than Shs 28,000 per month. Those earning above the new threshold will benefit from a PAYE tax reduction of between 30 and 25 percent.

Similarly, the new Act has revised Corporation Tax to 25 percent while Non-Resident Tax on Dividends has been adjusted from 10 to 15 percent.

The amended law lowers the Value Added Tax rate from 16 to 14 percent, a move that is expected to lower the shelf prices of basic commodities.

The new Act, has amended Section 38 of the Retirement Benefits Act (1997) to allow access of retirement benefits for purposes of purchase of a residential house. This is aimed at increasing home ownership in the country as envisaged in the housing pillar under Big 4 Agenda.

The Bill, which was presented to the President for signature by National Assembly Speaker Justin Muturi was passed by Parliament on Wednesday this week.

Present during the brief signing ceremony were National Assembly Majority Leader Aden Duale, National Treasury Cabinet Secretary Ukur Yatani, Solicitor General Ken Ogeto, State House Chief of Staff Nzioka Waita, National Assembly Clerk Michael Sialai and State House Deputy Chief of Staff Njee Muturi.

Government Releases Inua Jamii Funds To Beneficiaries

The Ministry of Labour and Social Protection, has announced the disbursement of funds for the January payment to beneficiaries enrolled in the Inua Jamii programme, alongside the Nutrition Improvement through Cash and Health Education (NICHE) programme.

Speaking at the event, State Department for Social Protection and Senior Citizen Affairs Principal Secretary (PS), Joseph Motari, stated that a total of Sh. 2,089,844,000, was released for Inua Jamii beneficiaries, and Sh. 5,930,000 for NICHE beneficiaries.

“The payment, slated to begin today 7th February 2024, follows a Presidential Directive to facilitate stipend disbursements through M-pesa,” said Motari.

The PS disclosed that the targets of this initiative through Cash Transfers are Orphans and Vulnerable Children (CT-OVC) and Caregivers of Persons with Severe Disabilities (PWSD).

To enrol for M-pesa payment, he posited, caregivers are required to dial *222# using their registered M-pesa phone numbers.

According to Motari, there are currently 207,000 beneficiaries enrolled for M-pesa payments, who have already received their December stipends. However, approximately 100,000 beneficiaries are yet to enrol through *222#.

“These beneficiaries will receive their payments through bank accounts for the last time this month and are urged to enroll for M-pesa payments, to ensure continued receipt of Inua Jamii stipends,” he reiterated.

The Ministry emphasizes that caregivers for CT-OVC and PWSD must register for M-pesa payments to avoid disruption in stipend disbursements which are meant to cushion them from poverty, hunger and improve their lives.

Huduma Card collection; Choose where to pick card, through SMS

Kenyans have been urged to respond to the SMS requiring them to indicate where they want to pick their Huduma cards.

According to Spinica Makori, an Assistant County Commissioner who is the team leader in charge of training, Kenyans have started receiving SMSs in an exercise that will go on until December this year.

Speaking at government guest house yesterday during a two days training of registration of persons clerical officers on the issuance of Huduma cards, Makori said Kenyans have a tendency of waiting until the last minute whenever there is such a national exercise.

“Now that we have officially launched the exercise countrywide and subsequently trained our officers who will be charged with handling and issuing the cards, what will follow is an SMS on your phone. Kindly respond to it,” Makori said.

“By ignoring the notification, you are not only subjecting yourself to unnecessary inconvenience but also putting pressure on the clerks who have to deal with huge crowds building up in the last-minute rush,” she added.

Makori also appealed to the clerks to ‘give the exercise the seriousness it deserves’.

“We are handling a card that has very sensitive information. It’s our duty to ensure that our officers understand their obligations and roles lest they find themselves in the wrong side of the law now that we have the data protection act in place,” she noted.

Garissa County Commissioner Mr. Meru Mwangi emphasized on the need for both Kenyans and the officers to take the exercise seriously.

Mwangi said that in the end, the government would want to reduce the number of cards Kenyans are carrying with them and collapsing them into one.

In 2015, the government initiated the registration of persons using a harmonized approach to address the challenges encountered during such exercise by the establishment of the Integrated Population Registration System (IPRS).
