2021 Form one selection numbers per school category

Of the 1,179,192 candidates that sat the 2020 KCPE Examination, 1,171,265 were placed in secondary schools. This was after excluding inmates, over age candidates, and candidates from refugee camps.

Consequently, the Education Ministry placed all candidates in secondary schools in keeping with the Government’s 100% transition policy from primary to secondary education.

In the selection, the Ministry strictly applied the principles of equity, fairness, merit, transparency, inclusiveness and affirmative action in placing the KCPE 2020 candidates to form one.

In the placement, the majority of candidates who scored 400 Marks and above were placed in National or Extra County schools of their choice. The Special Needs candidates were also placed in the regular schools of their preference, while others were placed in special schools based on their disability categories on merit and choice.

In this year’s selection, the Education Ministry moved a notch higher in applying the affirmative action provision by opening opportunities for a number of children from slums.

Through this, the Ministry managed to place an additional 667 learners from slums in urban areas in National and Extra county schools. The slums identified under this arrangement were from Thika, Nyeri, Kisumu, Nairobi, Mombasa, Nakuru and Eldoret urban centres.

This intervention was in line with the directive of President Uhuru Kenyatta’s rallying call that the Ministry considers needy and vulnerable children in informal settlements in urban areas.

During the selection, a number of issues were noted and that require concerted efforts to address to ensure that all future KCPE candidates are able to get opportunities to study in secondary schools they desire

2020 KCPE Candidates’ School Choices

During the selection, it became clear to us that, a big number of candidates did not receive proper guidance and direction when choosing schools. For instance, Education officials were dismayed by one school whose almost entire class of candidates selected the same secondary schools, and in the same order.

This act, which borders on carelessness on the part of the school, made many of the candidates to miss their preferred schools because it is impossible to select more than five learners from the same primary school.

“We wish to call upon head teachers and parents to ensure candidates make wise choices through proper advise. I also direct my relevant Ministry officials to mount proper sensitisation programmes on the Form One selection process.” Says CS Magoha.

Here is a list showing how the 2021 form ones were placed to various school categories;

This year, the cut off mark to join National schools is likely to be lowered.

Another criterion for selecting form one to join National schools is that of affirmative action whereby the Counties facing various challenges would have their cutoff marks lowered.

KCSE graduates to join NYS before proceeding to university, college- Residents

Residents of Narok County want students set to join local Universities to undergo National Youth Service (NYS) training to inculcate discipline and patriotism at the institutions of higher learning.

The proposal was made to the NYS reforms task force meeting held at the Narok North Youth Empowerment Hall where speakers recommended the reintroduction of the mandatory enlistment to the service to help the young people mature emotionally, psychologically, socially and physically before resuming their classwork.

Narok Principal Chief Moses Dapash said indiscipline cases reported from tertiary institutions were rampant and could be curbed if the learners first underwent the NYS training.

“In the 1990’s, the students would pass through NYS colleges for training before they joined universities. This made the students resilient in the many challenges they face in their education hence produced high quality graduates,” he said.

The principal chief proposed the establishment of NYS colleges in all the regions in the country to avoid congestion in the few institutions that are already existing.

The Narok Boda Boda Chairman Lemayian Punyua recommended an NYS training center to be built in Narok County citing the expansive land and high levels of illiteracy.

Punyua said the presence of NYS training institutions in every region will create job opportunities for many young people and more youths will benefit from the training.

Narok Peace Chairman Joseph Kileu stressed the need of youths who successfully complete the NYS training to be absorbed in the job markets so that they can get an opportunity of building the nation.

He reiterated that many NYS graduates end up engaging in criminal activities like drug abuse and theft because of frustrations after the six months training.

Narok Persons with Disability Chairman Paul Ole Sopia asked the government to admit physically challenged persons to NYS training institutions as they too have unique talents.

Ole Sopia also recommended for the entry point to NYS colleges to be lowered from a D plain to below E so as to accommodate all youths who did not have an opportunity of completing school.

The task force was led by former Interior Secretary Moffat Kangi and Elizabeth Mueni who promised to present the views of the people in their final recommendations.

In March this year, President Dr. William Ruto extended the term of the Police Reforms taskforce by two months to include NYS.

The taskforce is mandated to identify the legal, policy, administrative, institutional and operational constraints on effective service delivery by the National Police Service (NPS) and Kenya Prisons Service (KPS) to review and recommend improvement of the terms and conditions of service.

The taskforce is led by former Chief Justice David Maraga. Others are John Ole Moyaki, Ibrahim Guyo, Richard Kirundi and Rosaline Odede.

Digital Literacy Programme (Full details)

The Digital Learning Programme (DLP) is a Government project targeting learners in all public primary schools and is aimed at integrating the use of digital technologies in learning. The decision is borne out of the vision and context that technology now defines our world and there is need to prepare our young people for today’s realities.

The programme is executed through a multi stakeholder approach led by the Ministry of Information, Communications and Technology (ICT).

Nemis going nowhere- Education Ministry promises

The Ministry of Education has come out to defend the use of the National Education Management Information System (Nemis). This is after reports that the Ministry had abandoned the electronic learner capture system for a manual system.

But, the Ministry now says the Nemis has been so successful and is there to stay.  “The National Education Management Information System (NEMIS) is a success story that government will continue using in managing Education. Government is improving its capabilities to store and process, and retrieve information for use by ministry of Education,” reiterates the Ministry.

In what was construed to mean that the Ministry had abandoned Nemis, the Education CS Prof George Magoha (through a circular dated December 10, 2019) had noted that the actual number of all schools and learners in the country is not known.

“It has come to my attention that the State Department of Early Learning and Basic Education does not maintain accurate and reliable database on the number of physical schools and the actual number of pupils that can be relied on for effective decision making,” said CS Magoha.

Also read;

 For all details about other schools in Kenya, please visit the link below;

According to the CS, lack of accurate information has hampered effective service delivery in the Education Sector. He has thus directed all County Directors of Education to urgently compile data on the actual number of pupils in grade two (2) to eight (8). Also to be collated is data on the physical number of schools; both secondary and primary schools. “This information should reach this office (the Education Headquarters at Jogoo House; Nairobi) by Monday December 23, 2019,” the CS directed.

Schools are always expected to update the data on all learners and employees on the Ministry’s portal; National Education Management Information System (NEMIS). But, some schools may be having incomplete data. Data captured on NEMIS is used for disbursement of government fee capitation among other functions.

The CS warned that schools with incorrect data will miss out on Fees Capitation and other government services. “This information is required for 2020 capitation and other critical decisions. It is reiterated that no institution shall receive capitation or any other Ministerial service without this data,” He added.

Early this year, a number of schools missed capitation due to inaccurate data on NEMIS. The Ministry had to surcharge institutions that had exaggerated their learners’ populations.

All learners in public secondary schools receive government capitation of Sh22,244 per year. Their counterparts in primary schools receive a total of Sh1,420; annually. The Government disburses the capitation money on a ratio of 50 per cent for first term, 30 per cent in the second and 20 per cent for third term.

Here are links to the most important news portals:

The system that was launched in 2017 has captured a total of 6.8 million learners out of the expected 13 million; in both secondary and primary schools countrywide. In secondary schools, about 2.47 million students have been captured out of the expected total of 2.8 million.

There very few Professors in Kenya

Kenyatta University Vice Chancellor, Paul Wainaina, has raised concern over few numbers of professors in the institution, saying it might affect the quality of future education and research.

He said the University has not had a full professor for the past four years to replace those who retire or leave through other causes pointing out that Department of Education has only four full and two associate professors.

Prof. Wanaina observed that most of the remaining professors will be all gone in the coming years, leaving the university at cross roads in terms of education quality and research.

“The future of every university lies with its think tanks who are the professors. There used to be a time when we used to be like eight full professors and several associates. Now it is worrying because I have just a few years left before I leave and I have not seen anyone close to a professor level,” he said.

He said it may seem like dark days in the education industry since the mainstay of quality education is evidence-based knowledge brought by professors.

The Don called on lecturers to further their studies through doing more research and attain the prof. stature, in order to save the future of the departments and the quality of education in the country.

“Professors are the apex of scholarship in any university. We need to get more lecturers promoted into professors to save the quality of education starting with teaching, doing research for solving problems of this nation,” said Wainaina.

He was speaking as one of the lecturers, Dr. Rubai Mandela, launched a book, Before Two Become One, at a Ruiru hotel.

He said the university would support those in the field of research to attain those high education accolades to ensure they bring out qualified scholars, who will hold up the university in future.

KCSE certificates to be collected at Subcounty Directors of Education offices and not schools

The government is planning to transfer the distribution of Kenya Certificate of Secondary Education (KCSE) certificates from schools to the offices of sub-county directors of education.

Education Cabinet Secretary Julius Ogamba informed Members of Parliament that he aims to eliminate the practice of schools withholding certificates, as it has been reported that principals are ignoring orders to release them.

This decision comes in response to increasing pressure from MPs urging the government to ensure that school leaders issue certificates that are being held back due to unpaid fees.

The MPs contend that many former students are unable to find jobs or continue their education because their certificates are still held by schools. As a result, many have been forced into unskilled labor due to the absence of official academic qualifications, according to members of the National Assembly’s Education Committee.

Despite Ogamba’s recent directive for schools to unconditionally release all withheld certificates, MPs expressed doubts about its effectiveness, pointing out that similar orders from previous education ministers have often been ignored. Tinderet MP Julius Melly, who chairs the Education Committee, questioned what would make this directive different from past ones that were not enforced.

School administrators have argued that they are owed more than Sh20 billion in unpaid fees, making it challenging to release the certificates without financial repercussions.

In 2019, former Education CS George Magoha proposed that only students who genuinely cannot pay should have their certificates released unconditionally, while those who can should be required to settle their debts. He even suggested reporting defaulters to Credit Reference Bureaus (CRBs) to enforce payment. However, MPs criticized Magoha’s approach as punitive.

Ogamba did not specify whether this new policy for issuing certificates would apply to students under the Competency-Based Curriculum (CBC), who are set to receive certificates at the end of junior secondary (Grade 9) and senior secondary (Grade 12).

With only three more KCSE cohorts remaining before the 8-4-4 system is phased out, any changes in policy would mainly impact the last groups of 8-4-4 candidates. Additionally, Teachers Service Commission (TSC) CEO Nancy Macharia has previously instructed all school heads to release the certificates.

Full speech by CS Magoha on schools’ reopening

Education Cabinet Secretary Prof. George Magoha received the final report and recommendations from the committee that was formed to advise him on how schools are to be safely reopened. The report by the national covid 19 education response committee was presented to him on Friday and will form the basis of the ministry’s next course of action. Here is what CS Magoha had to say;

“In his address during the Madaraka Day celebrations on June 1, 2020, His Excellency President Uhuru Kenyatta directed the Ministry of Education to fast track the ongoing consultations with education stakeholders to provide appropriate school calendar for the gradual resumption of learning.

As you are aware, the Ministry of Education appointed the COVID-19 National Education Response Committee on May 12, 2020 to advise the Cabinet Secretary on the measures to be taken to ensure a return to normality in the basic education sector in the Coronavirus era.

On May 29, 2020, the Committee presented a preliminary report to the Cabinet Secretary for initial feedback as the team continued with further consultations.
The Ministry is today happy to receive the final report, which has credible proposals on the way forward in seeking a resumption of learning, whenever it is considered appropriate as guided by the Ministry of Health and other arms of Government.

We wish to note that the Ministry will take seriously the recommendations of this Committee and use them to step up further dialogue with all other stakeholders within and without Government to ensure appropriate and decisive measures are put in place to facilitate resumption of learning.

The Government, in consultation with development partners, is putting in place mitigation measures in all schools to prevent COVID-19 from penetration to the learning institutions.

We assure the public that the Government will provide further direction this weekend regarding the extended closure of schools, given that some of main COVID-19 restrictions are set to expire.
Further, the Ministry will review the report before advising the country on the steps to be taken regarding the academic calendar, and the level of preparedness that will be required of all stakeholders involved in the running of ECD centres, primary and secondary schools, and teacher training institutions. It should be instructive that all decisions will be made based on data and evidence provided by the Ministry of Health.

On a sad not, the Ministry has noted that some parents, guardians and care givers are not providing sufficient care of their children while at home. For instance, we have received reports that four of Form One girls have become pregnant since the schools were closed in March, 2020.

Additionally, you may have noted that the Directorate of Criminal Investigations has sent out a cautionary statement warning of internet child abusers who have started luring children into all manner of cyberspace offenses after invading their digital learning classes.

The Ministry wishes to urge parents, guardians and caregivers to firmly take charge of the custody of their children while at home and protect them from sexual and drug abuse, teenage pregnancies, female genital cutting and child labour. It is necessary to guarantee the safety and health of children while at home. All offenses against learners must be reported to the National Government Administration Officers and Directorate of Criminal Investigations as directed.

Through the Kenya Institute for Curriculum Development, the Ministry has extended lessons provided through the broadcast, online and digital learning until such time that schools are reopened.”

CS Ogamba commissions 750-bed capacity dormitory at Nyakach girls

Education Cabinet Secretary Julius Ogamba has officially commissioned a new 750-bed capacity dormitory at Nyakach girls high School in Kisumu county.

Speaking during the function, Ogamba stated that the development marks a significant milestone in government’s effort to expand boarding facilities and create a safer, more conducive learning environment for learners.

The CS was on an official tour of Kisumu and Nyamira counties, where he also launched several infrastructure development projects in various schools.

He emphasized that the dormitory comes at a crucial time, as the country prepares for the transition of the first cohort of learners from Junior School to Senior School under the Competency-Based Education (CBE) next year.

“We are excited that this dormitory has been completed when we are preparing to admit the first cohort of students under the Competency Based Education to Senior School next year.

This dormitory is a massive achievement in the context of the 100 percent transition policy to Senior School,” Ogamba stated.

Education Cabinet Secretary Jullius Migos Ogamba joins Nyakach Girls’ Dancers in a jig during the schools’ visit on Friday May 2, 2025.

The CS noted that the government is determined to fully address the concerns about transition from Junior School to Senior School.

He reaffirmed the government’s commitment to strengthening education systems and infrastructure, adding that the Ministry is focused on enhancing the quality of teaching and learning under the CBE framework.

“To ensure quality education, the government has recruited 76,000 teachers over the past two years, as announced by President Dr. William Ruto during the Labor Day celebrations,” he said.

Ogamba announced that Sh2.4 billion has been allocated to recruit an additional 20,000 intern teachers starting January 2026, a move aimed at improving learning outcomes nationwide.

Additionally, Sh2.6 billion will be used to support teacher promotions and provide capacity-building programs to align teaching methods with the CBE curriculum.

The CS also assured school heads that the government would disburse Sh21 billion in capitation funds by next week to all public schools to facilitate smooth operations for the second term.

Helb doesn’t have funds to lend to KMTC students, states Ogamba.

Helb doesn’t have funds to lend to KMTC students, states Ogamba.

Education Cabinet Secretary Julius Ogamba informed Parliament that students from the Kenya Medical Training College (KMTC) have not been receiving funding from the Higher Education Loans Board (HELB) because of a budget shortfall.

Ogamba explained that certain universities and training institutions fall outside the ministry’s scope and manage their budgets via relevant ministries.

The CS, who appeared before the Education and Health committees of the National Assembly, disclosed that HELB had been granted Sh84. 5 billion for this financial year, whereas the requirement was Sh138. 5 billion.

“I wish to notify Parliament that HELB submits estimates for both new and continuing students, based on information supplied by universities and other institutions under the Ministry of Education, with the budget allotted to HELB designated for funding a typically predetermined number of students in universities and other institutions,” he stated.

Ogamba indicated that HELB had supported KMTC to the tune of Sh1. 2 billion during the 2022/2023 period based on resources provided by the college through the Ministry of Health.

The CS noted that previously, HELB had allocated Sh468 million for loans to KMTC students based on the backing received from USAID over five years from 2014 to 2019 and emphasized that it is the ministry’s policy to assist all students pursuing higher education.

“If HELB is tasked with the responsibility of supporting all students in higher learning institutions, funding must be ensured, and it is evident that we have not declined to fund students in higher learning institutions, with the ongoing challenge being budget-related, which is the significant issue at hand,” he remarked.

KMTC Chief Executive Officer Kelly Oluoch conveyed to MPs that the Constitution mandates support for students at the institution, which has an enrollment of 68,000 students and 90 campuses nationwide.

Dr. Oluoch pointed out that the college’s exclusion from regular funding raises critical issues concerning equity, equality, and non-discrimination, principles firmly enshrined in the 2010 Constitution of Kenya, with Article 27 affirming that every individual is equal before the law.

He argued that by HELB limiting funding to students within institutions under the Ministry of Education, the State might be neglecting its constitutional obligation to promote equal educational opportunities.

“We currently face a shortfall of Sh1. 5 billion in unpaid school fees, with KMTC consistently seeking financial support to ensure that no student is deprived of learning opportunities. We observe that 34 percent of those who gain admission do not report, while 27 percent of our students defer their studies due to financial constraints,” he stated.
