Former school principals and senior teachers recruited to Ministry of Education

Government Officers have been asked to observe rules and regulations of the public service and endeavor to perform their duties to the best of their abilities in order to achieve the required standards in service delivery.

The PS was speaking at his Jogoo House Office when he met with 26 new officers from his Ministry. University Education and Research PS Amb. Simon Nabukwesi noted that by observing the rules and ethics, officers will be responsible and ensure that they accomplish their assignments as expected of them and in time.

The officers included 22 Education Officers from the Directorate of University Education (DUE) and four from the Directorate of Research Science and Technology (DRST).

The Officers, most of them former school principals and senior teachers were recruited by the Ministry early in the year.

Amb. Nabukwesi said it is crucial for civil servants to interact and bond, as they share successes and challenges, during their service delivery.

“Sharing experiences at work, provides an environment for right mentorship and mainstreaming in the government,” he said.

The PS encouraged the officers not to shy away from seeking any clarification from their immediate Directors and other senior colleagues, who have served in the Ministry longer.

Amb. Nabukwesi said he was glad to have a group of energetic officers, especially at a time when there are concerns over the wide age gap between the current top management and junior civil servants serving, thus posing a challenge of succession and continuity after the senior officers retire from the service.

The PS reminded the officers to observe punctuality and act promptly on any assignments allocated to them in order to meet the set deadlines and enhance service delivery.

He reminded the staff that the Ministry of Education has a huge mandate in serving the citizens on matters of education and therefore so much commitment is expected from them to deliver the Ministry’s services.

The PS said an induction for the new personnel will be conducted at a later date. During yesterday’s meeting, the officers were taken through training on security of Government Communication by officers from the National security.

Present at the meeting   was the Director Human Resource in the State Department Mugambi Nyaga, Director University Education and Research, Dairus Ogutu Mogaka, Director in the Directorate of Research Science and Technology Gideon Kivengea and Deputy Secretary in the State Department Dan Mesis among other senior government officials.

All System Go For The 2021-2022 KCPE, KCSE Exams

The Government has reiterated that the forthcoming national examinations will go on as scheduled.

State Department of Early Learning and Basic Education Principal Secretary Dr Julius Jwan made the remarks at Simotwet Secondary School in Eldama Ravine during the commissioning of Baringo’s first Competency Based Curriculum (CBC) classroom on Monday.

Jwan said that the government is aware of the insecurity situation affecting parts of Baringo and assured that the matter is being addressed by the security team adding that once they are ready with the modalities they will give proper directions.

Dr Jwan was referring to the insecurity situation in the Kerio Valley that has lately seen armed bandits attack even schools in the area.

The PS further said that the CBC implementation was at an advanced stage and that it was proceeding normally.

He also commended the Koibatek Sub-County CBC infrastructure implementation committee led by the Deputy County Commissioner for delivering the first CBC classroom in the County.

Dr Jwan said that there was confusion in the public regarding CBC which he said is a conceptual framework of teaching and learning.

“Some people confuse CBC with 8-4-4 system; 8-4-4 is a structure of learning the same way we have 2-6-3-3, but we cannot compare the structure with a conceptual framework of teaching and learning, which is a methodology of teaching,” Dr Jwan said.

He said the government was happy with the progress made in the implementation of the curriculum.

Dr Jwan said more resources should be channeled to the day schools which he says caters for about 75 per cent of secondary school learners in the country.

“It is in our interest to empower the same schools to have enough infrastructure and as you have seen with the way we are implementing the CBC, we don’t discriminate on the big and small schools,” added the PS.

He added that the focus was to make sure that the day schools that take up to 75 per cent of learners are well endowed so that learners get what they deserve in any other school.

Dr Jwan encouraged the learners that will be sitting their national exams in a fortnight to be upbeat even though the academic calendar was disrupted by Covid-19 pandemic.

“The government is aware of that and we will ensure everyone gets a share of what they deserve,” he said.

The function was also attended by the Rift Valley Regional Director of Education Jared Obiero, Eldama Ravine Deputy County Commissioner Omar Ali among other Sub-County heads of departments.

CS Magoha asked to release schools’ reopening plan and calendar

President Uhuru Kenyatta has asked the ministry of education to come up with a revised school calendar. Speaking during this year’s Madaraka day celebrations on Monday, at State House in Nairobi, the president told the ministry to draft a schools’ reopening plan so that learning can resume.

“The Ministry of Education (is directed to) fast-track and finalize the ongoing consultations with the stakeholders that will provide an appropriate calendar for gradual resumption of education in the countryThe guidelines should also include protocols to be followed by all learning institutions to guarantee the safety of our children.” said the head of state.

Uhuru said he felt for parents and candidates as they were the most hit by the current paralysis in the education sector that has been brought about by the covid 19 pandemic.

“I appreciate the anxiety weighing heavy on the minds of parents and children – particularly those preparing for the national examinations I share the heavy hearts of all the faithful who can no longer congregate and share in worship of The Almighty.” he added.

The president’s directive comes at a time when the ministry of education is faced with a herculean task of safely reopening basic learning institutions that were closed in mid March when the first cases of covid 19 disease were reported in the country.

The national covid 19 education response committee, that presented its report to Prof Magoha, among other recommendations want schools to be reopened in phases as from September this year. The committee also proposes that the KCSE and KCPE examinations be pushed to February, March next year so as to give the candidates enough time to prepare to sit the all important national tests.

While receiving the report, last week, CS Magoha CS Magoha said that a child who is well and safe at home is better than one who attempted to do the exam and died. he advised Parents to be ready to stay with their children (at home) even longer. He added that reopening of learning institutions will be guided by health situation.

Some countries in other parts of the country have been forced to close down the schools after attempts to reopen them flopped. Last week, South Korea became the latest country to close hundreds of schools that had reopened days earlier after a spike in cases of the
novel coronavirus. Reports showed that 838 schools of the 20,902 in the East Asian region country that were supposed to reopen on Wednesday did not, including in Seoul, and hundreds closed on Thursday in Seoul, Bucheon and other cities.

Kenyans will be waiting to see the work plan and rescheduled school calendar that the ministry of education is set to release in coming few days. but, this latest directive from the president would see the ministry speed up the release of the reopening guidelines and calendar.

SCHOOLS TO RECEIVE INCREASED FREE EDUCATION FUNDS – CS MAGOHA ANNOUNCES

Education Cabinet Secretary (CS) Prof George Magoha has revealed that the Ministry is considering increasing the capitation funds to more than 28,000 public primary schools.

Speaking while officiating the Primary Schools Head Teachers Association (KEPSHA) annual conference in Mombasa, Magoha told the 10,000 delegates that his ministry has acknowledged the need to increase the grant to cover emerging costs, including increased enrolment following implementation of 100 percent transition.

The CS told the conference that 25.9 percent of the national budget is spent on his ministry to implement pertinent reforms geared towards effective implementation of the ministry’s core mandate of delivering quality education to Kenyan children.

“I know the majority of you would say capitation should be looked into again. I fully agree. My ministry is consuming most of the government money but I will find a way to persuade his Excellency the President that if we can tweak this up, I think it is possible, I will persuade him it should go to primary school capitation and not anything else. You can take it to the bank, I would do my best to do so,” he added.

The CS was flanked by Principal Secretary Early Learning and Basic Education, Dr Julius Jwan, and his State Department for Implementation of Curriculum Reforms counterpart, Prof Fatuma Chege, among other top ministry officials.

Magoha told the primary head teachers that his National Treasury and Planning counterpart, Ukur Yatani, has also assured him that all public schools capitation funds will reflect in schools’ bank accounts before schools reopen next week. “We must make sure by the orders of none other than his Excellency the President that money must be in your account by next week. Let it not bother you, the little you are getting must be in school next week,” he added.

Magoha hailed the public primary schools head teachers for the prudent management of the funds so far released by the ministry to run their schools.

On the school’s infrastructure, the Education CS revealed that the National Government will undertake a second phase of procuring new desks, targeting public primary schools to provide adequate seating facilities to all learners.

“The government has moved in a great manner to equip both primary and secondary schools and I want to recognize you as the strongest link in successful implementation of that programme. That stimulus package for 625,000 desks, of which you received half for your primary schools, that cooperation we found from you from individual teachers is appreciated. As the results of that, we are looking for means and ways of repeating the same exercise,” added Magoha.

The CS told the primary schools head teachers that the ministry was also addressing technical hitches they had experienced while configuring schools’ data into the National Education Management Information System (NEMIS). “I wanted to recognize you because we had issues with capturing data into Nemis. I came to many of your schools to help us identify the first problem. The problem was not yours. The problem was Nemis itself. As a result of that, we have reengineered NEMIS and within the next few months, none of you will have any other problem as far as data processing is concerned,” Magoha said adding fresh entry of data into the NEMIS will be done to capture the accurate data of all public schools.

On 100 percent transition, the CS hailed primary school head teachers for helping the ministry in identifying children, who were out of schools and ensuring they resume learning.  He further defended teachers over absenteeism saying in his two years and half tenure in the ministry, he did impromptu visits to over 1000 schools without witnessing such a thing.

“I used to hear a lot of rumours that teachers are never in school. When I was appointed by his Excellency the President, one of the things he told me to midwife, is the Competence Based Curriculum,” he said.

The CS also thanked the primary schools head teachers for implementing CBC adding that the ministry will continue to provide necessary financial and materials support to them to properly implement the new education system for its success.

“One of the most important transformative ideas that the government has introduced is this Competency Based Curriculum (CBC). It is wrong to say that it is not funded, because the government from 2018 to date, has spent 28.5 billion shillings on providing free books to every child in this country including those who were doing CBC. The concept of CBC is here to stay. It is what is working all over the world,” reiterated Magoha.

On Covid 19 vaccines, the CS appealed to the head teachers to educate their teachers and lead them in going for the jabs. “As a top medical doctor in this country, I can assure you these vaccines have no effect on your reproductive system and your ability to have children. Don’t be one of those who are educated but not learned. It is important for you to get vaccinated as school managers and carry that message to your juniors for the sake of Kenyan children,” he added.

KEPSHA National Chairman, Johnson Nzioka, welcomed the CS announcements especially on enhancing capitation funds and others support accorded to the head teachers to implement various reforms including CBC.

“The ministry is strongly supporting the head teachers to ensure CBC assessment is done seamlessly to ensure the children are given their worth. The CS is also supporting head teachers to give them extra energy to administer the two KCPEs and KCSEs and grade 6 CBC examinations in March and December 2022,” added Nzioka.

Over 2,000 Tvet instructors to be recruited- Latest Education News

The government is set to recruit 2,000 more instructors for the 238 Technical and Vocational Education Training (TVET) colleges across the country.

According to Education Cabinet Secretary Ezekiel Machogu, the recruitment will strengthen the technical capacities of the Colleges to develop the range of technical and vocational skills in the students they have admitted.

Machogu made the remarks when he commissioned Chemasiri Technical and Vocational College in Teso North Subcounty in Busia County on Friday.

He said the government is giving priority to TVET to help furnish practical skills to young people to serve an economy that requires technical and vocational skills.

The CS further expressed government’s commitment to establishing technical training institutes in all the Constituencies.

Schools Selected For CBC Infrastructural Development, To Get New Classrooms

The government has set aside Sh17.9 million for construction of 23 classrooms in eight selected schools on pilot project in Mombasa County.

Consequently, the government has established Competence Based Curriculum development programme to upscale the current infrastructure to accommodate the needs in the targeted secondary schools countrywide by constructing 11,600 classrooms.

Speaking during a committee meeting Monday, Mombasa Deputy County Commissioner Ronald Mwiwawi said each classroom will cost Sh780, 000, adding that the project is expected to be delivered by April next year.

“We wish to know from each school the availability of space to build the classrooms. That is why we have involved the principals of the eight selected schools to give us an overview before the project kicks off,” he said.

The selected secondary schools in the county include Aldina Visram, Chuda Day, Mvita, Star of the Sea, Alfasi Girls, Makupa Boys, Mbaraki Girls and Sharif Nassir.

The Deputy county commissioner said the project has a specific design of construction and the identified contractors will have to abide by the proposal.

However, where space is limited the construction can be done on a storey building, added Mwiwawi.

“The amount allocated for this project is enough from the research done by the Ministries of Education and Interior and there will be no cartels in-between. The funds will be disbursed directly to the contractor from the ministry,” he said.

“There will be no advance payment and the contractor is expected to work and get paid on completion of the project,” added the Deputy County Commissioner.

He disclosed that contractor needed for the work must have financial muscle to deliver, possess integrity that can stand the test of time and who has had no litigation in any court for the last five years.

“Local contractors, either sole proprietors or in a partnership will be given the number one priority,” he added.

The Sub-County Education Director Newton Okwatsa said readiness to take up the project is critical for the committee to deliver before the set deadline, noting that close monitoring and supervision will be done by chiefs in their specific areas.

On his part, the Principal Aldina Visram Secondary School Juma Mshimu said school heads will cooperate with the committee and provide logistics to enable the project start in good time.

“We are very happy as the new approach of carrying out this particular project will certainly reduce some of burdens faced by school heads in the implementation of previous government programmes,” he said.

Meanwhile, all the selected schools have since confirmed availability of space for construction of the three classrooms and were now only waiting for site visit by the deputy county commissioner and the department of public works for approval.

Counseling programme to benefit young mothers in schools

Nyandarua Women Representative Faith Gitau is set to roll out a counseling programme for all young mothers in primary and secondary schools across the county.

While noting the need to have the girls morally supported, Gitau said re-entry of teenage mothers back to school demands attention to ensure they excel in their academic performance.

She regretted that some of the girls in school may suffer stigmatization, ridicule and abuse from other learners hence the need for counseling.

“Our daughters who got pregnant during the Covid-19 break deserve to have counseling session that will help them cope with their status. My office is set to conduct counseling sessions across the county so that we can help them accept themselves and excel in their education,” said the MP.

Gitau added that interactions among different individuals within the academic, social systems and the communities hosting the girls might make them adopt different characteristics or withdraw from institutions of learning before completion of their studies.

The MP who was speaking Thursday, while issuing bursary funds to vulnerable children in the county added that the programme will also seek to have parents of the young mothers counseled so as to offer a conducive environment for them while at home.

Last year, Nyandarua county witnessed runaway pregnancies with over 800 school girls having fallen victims to the vice after schools were closed for long due to the outbreak of Covid-19.

While decrying a high number of young mothers in the area, Nyandarua North sub county Kenya Secondary Schools Head Teachers Association chair John Njoroge noted that there were no well laid strategies in place to help teenage mothers cope and resume learning after delivery.

Njoroge said counseling those who are still pregnant and those who have already delivered will help in relieving them the physiological pressure.

At the same time, he called on the ministry of education to support the initiative by incorporating it in the school curriculum.

Meanwhile, students who benefited from the bursary allocation said it would help in relieving pressure from their parent and guardians and also keep them in school.

CS Migos: Mathematics to Remain Compulsory Across All Senior School Pathways.

Nairobi — Education Cabinet Secretary (CS) Migos has declared that Mathematics will continue to be a mandatory subject across all senior school pathways under the Competency-Based Curriculum (CBC), subsequent to extensive consultations and feedback from stakeholders.

During a statement made on Tuesday, CS Migos disclosed that the majority of participants in the recent CBC dialogue supported the notion of Mathematics being a compulsory subject, emphasizing its fundamental significance in critical thinking and problem-solving across various disciplines.

“Most of the stakeholders during the CBC dialogue held the opinion that Mathematics should be obligatory in senior school,” remarked CS Migos. “We have taken your concerns into account, engaged with KICD, and arrived at a decision that some form of Mathematics shall be made compulsory for the other two pathways that are not STEM. ”

The CBC framework provides three senior school pathways: Science, Technology, Engineering and Mathematics (STEM); Social Sciences; and Arts and Sports Science. Up to this point, Mathematics was predominantly stressed within the STEM track.

This initiative is anticipated to standardize learning and ensure that all students, irrespective of their selected pathway, acquire essential numeracy skills relevant to everyday life and the contemporary workforce.

Additional information regarding the implementation and curriculum design for the non-STEM pathways will be made available by the Kenya Institute of Curriculum Development (KICD) in due course.

The Ministry of Education has reiterated the need for teachers and other staff to undertake enhancement courses at only approved institutions. The Ministry has, at the same time, given a the list of approved courses and the duration for each of them.

Via a Circular dated March 13, 2020, the Education Cabinet Secretary Prof. George Magoha says training shall only be provided by the Kenya Education Management Institute (KEMI). “It has come to the attention of this office (Education Cabinet Secretary’s office) that training in the Education sector is being conducted in other institutions and bodies in courses which are otherwise available at KEMI,” says the CS.

TSC TO ROLL OUT REFRESHER COURSES FOR TEACHERS

“In this regard, the purpose of this circular therefore is to direct that all training and development activities be undertaken through KEMI,” he adds.

This comes even as the Teachers Service Commission, TSC, plans to roll out in service training programmes for all practicing teachers. The Commission has already contracted institutions that will be offering the refresher training programme christened Teacher Professional Development (TPD) modules. The teachers will be expected to meet the training costs for the modules that will be offered during school holidays. Of importance to note is the fact that the training will be mandatory for all practicing teachers. A teacher who will fail to undertake the short courses would be deemed to have violated the TSC code of regulation and may face disciplinary action from the employer.

Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) have been identified to offer the Teacher Professional Development modules. A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules. According to TSC, the starting date will be announced once all logistics are addressed. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

12,500 new classrooms to be constructed in public schools

President Uhuru Kenyatta has announced that at least 12,500 new classrooms and related school facilities will be constructed ahead of schools’ reopening in January next year. The head of state, who spoke in Parliament as he made the 2020 State of The Nation Address, said the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban issue a new set of building guidelines for school infrastructure.

“A Nation’s future is its children. As custodians of and trustees for future generations, it is our duty to protect, nurture and mould our young children into responsible citizens. Our children embody the only true guarantee of the continuity of this Project that we call Kenya.

To this end, my Administration continues to institute far-reaching reforms within our education sector. In January last year, we successfully commenced the roll-out of the Competency Based Curriculum, an exercise, which, while not without its challenges, is one that has nevertheless been fully embraced by all stakeholders in the education sector.

As at the end of 2019 calendar year, we had been able to achieve a textbook to pupil ratio of 1:1 for grades 1 through to 3.
I assure this distinguished sitting that the journey to replace the 8.4.4 system with the new fit-for-purpose curricula, is well underway, and refinements are being undertaken in the course of implementation.

As a parent and a grandparent, I share in the pain and frustration of most parents in having our children home for nearly an entire year. However, as a responsible Government we put the health and safety of the Children as the paramount consideration.

The gradual and phased reopening of schools that began with the examination classes is being carefully monitored at all levels so as to ensure that our Young Kenyans are safe and secure as they continue preparing for their national examinations.

The Ministry of Education will, within 14 days from the date hereof announce the 2021 Academic Calendar, with all other classes expected to resume learning in January 2021.

Still on the subject of our basic education, I made a commitment to the Nation during my last State of the Nation Address that no child should be left behind, meaning no child would be denied the right to access quality education.

I am pleased to report to this House that for the second year running we have been able to achieve a transition rate of 100% from primary to secondary school.

Even as we prepare to reopen schools, no child will be left behind, even those that have regrettably transitioned into being young parents.

However, in the face of these undoubtedly impressive gains we must guard against resting on our laurels. The next frontier in the quest to improve education in Kenya is enhancing quality of education, both in terms of physical structure as well as content.

It is evident that our public day and boarding secondary school infrastructure is overstretched and as a result, our students are suffering congestion in their classes and dormitories.

These challenges, however real, must not stop us from pursuing what we know to be the right thing for our children. Rather, they should motivate us to work even harder.

Through a combination of interventions both policy and financial involving the Ministry of Education, County Governments and Members of the National Assembly through the National Government Constituency Development Fund, we shall have the necessary resources to address the infrastructure gap in our education sector conclusively within the next 24 months.

In this regard, I appeal to you to re-prioritize the use of the discretionary funds under your oversight, to respond to the immediate
and short-term needs of our learners. Currently, there is an urgent need
for construction and equipping of more dormitories, classes, and other
amenities to facilitate further ease of learning for our children.

Conscious of the fact that significant financial resources will be deployed towards the construction of at least 12,500 new classrooms and related school facilities. In that regard, the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban Development will by 1st December, 2020 issue a new set of building guidelines for school infrastructure that allows the use of appropriate and cost effective building technologies suited to the varied geographies of our Nation.

The intention of these guidelines will be to achieve transparent and standardized bills of quantity that will guarantee value for taxpayers’ money. For every shilling that we put into school infrastructure, we must seek to obtain more classes built to acceptable standards.”

Gov’t Set To Assess Numeracy Education In The Country

The Government in consultation with development partners in education, is set to assess the impact of a Global Partnership for Education (GPE) funded project on Numeracy Education in classes three and four in public primary schools.

The Project, worth USD 88.4million and implemented by the World Bank since 2015, is aimed at improving the teaching and learning of Mathematics to over 7 million pupils in the early years of learning in over 20 thousand public primary schools across the country.

According to a press release sent to news rooms, Senior Government officials, GPE’s Senior Operations Officer, Mr Wario Omuro, and UNESCO Regional Office for Eastern Africa Chief of Education, Mr  Saidou Jallow, are leading the Education Development Partnership Consultative Group (EDPCG) in a joint closing Project Support Mission of the Project, dubbed ‘Primary Education Development Project’ (PRIEDE).

The officials held an entry meeting, at the Kenya Institute of Curriculum Development (KICD), to assess the implementation status of the project before they visit schools in selected counties later in the week.

The Director for Projects Coordination and Delivery, Mr Elijah Mungai, thanked the development partners in education for this joint mission on numeracy education for children in lower primary school.

“Your support has helped all the stakeholders improve systems for managing education in the country,” he said.

The Project also targets 4,000 low performing schools in each county and ASAL counties in particular by strengthening School Management (SIP) and Accountability for results in the delivery of primary education in the country.

“Since 2002, GPE has helped and supported close to 70 developing countries and partners to develop and implement good quality education sector plans,” the statement read.

The GPE is a product of the 2,000 Dakar framework of action when the international community declared that ‘No country with a credible sector plan will be thwarted from achieving the education for all goals, by lack of resource’.
