Kuccps explanation on cut off points
The Kenya Universities and Colleges Central Placement Service (KUCCPS) has given an explanation on what cut off points are and how they influence selection of students to higher institutions of learning (Universities, Colleges and Tvets). If you are applying for Kuccps courses or making revisions, then this is your chance to know about the Cut off points for various courses.
Cut-off points are the marks (cluster weight) of the last student to join a course in a university after all applicants for the course have been ranked based on their cluster weights.
Cut-off points are only available after applicants have been placed and they have joined university/college.
These cut off points are reviewed on a yearly basis and they heavily rely on candidates’ performance at the Kenya Certificate of Secondary Education (KCSE) examinations.

Different tertiary institutions all use own cluster even for similar classes. As thus, the cluster points cut off for the same course in different institutions are not similar.
These dynamics collectively necessitate the need for students to determine their cluster points before settling on a particular course of study.

How IEBC Will Deliver Free, Fair And Credible Polls in 2022
The Independent Electoral and Boundaries Commission (IEBC) has allayed fears of rigging in the August 9th polls.
The Commission’s Chairman, Wafula Chebukati, said the Commission had addressed contentious issues, ranging from security during voting, dead voters and stuffing of ballot boxes among others.
Mr Chebukati stated despite the challenges IEBC has faced, it had remained focused on critical aspects such as voter registration, candidate nominations, regulations, staff recruitment, technology and other materials.
“We are independent and we make independent decisions. We have not solicited anyone to speak for us and no one is cajoling us in any way. Those are perceptions, insinuations and fake news. Chances of vote rigging in elections are nil. Every Kenyan’s vote cast will count,” he added;
While speaking in Nakuru after signing a Memorandum of Understanding between IEBC, Kenya Union of Journalists (KUJ) and Kenya Editors Guild on behalf of Kenya Media Sector Group on accurate and objective coverage of elections the Chairperson assured Kenyans and the international community that the Commission was ready for polls and that its strategic plan for the year 2022-17 was the guide towards holding credible elections.
Mr Chebukati guaranteed the country that his team will ensure a free and fair election. He noted that the current Commission has had long experience in conducting elections and that they would not fail Kenyans.
“I took an oath and promised Kenyans that I will give them a clean poll. I want to assure them that this is still my goal and I will achieve it,” Mr Chebukati stressed.
The Chairperson affirmed that the Commission will use the Kenya Integrated Elections Management System (KIEMS), to identify voters and thus dead voters will not be able to vote.
Present during the occasion were IEBC Vice Chairperson, Juliana Cherera and Acting Chief Executive Officer, Marjan Hussein Marjan.
Mr Chebukati called on all stakeholders to work together to provide credible elections for Kenyans.
“The IEBC will work with other organizations like the National Police Service to provide security during the election period, Ministry of Finance for proper allocation of funds, Parliament, the Judiciary, among others to help achieve our goal for free and fair elections,” he said.
He assured both local and foreign journalists accredited by various news outlets that they will be allowed access to results at polling posts, constituencies and the national tallying centres.
“Results announced at polling centres will be final. Constituency and National Tallying Centres will compile totals from polling centres without any alterations whatsoever,” Mr Chebukati affirmed.
Mr Marjan called on newsmen to commit to delivering thorough, verified, and unbiased information, gathered from a number of diverse sources, to their listeners or readers. At the same time, he urged journalists to refrain from publishing information that encourages divisions or antagonistic discussions as doing so could incite violence or jeopardize social cohesion.
“Journalists covering the elections also need to have some knowledge of legal documents, such as the Constitution, the Electoral Code. By meticulously preparing their news items, journalists will appear more credible in the population’s view and limit the propagation of rumours or disinformation, which often fuel tensions during an electoral process,” observed Mr Marjan.
Kenya Correspondents Association Secretary General, Eric Oduor, indicated that towards encouraging the smooth conduct of the polls, journalists will also play roles as election monitors to enhance transparency in the voting process.
“On the Election Day, journalists will go to polling stations and watch the different steps of the process. Our role will not end with the casting of votes. How CBC Learners Will Transition To Secondary Schools
State Department of Early Learning and Basic Education Principal Secretary Dr Julius Jwan, has assured that the government is on track to increase capacities of secondary schools in the country for a smooth transition to the new curriculum.
The PS was speaking at Waso Secondary School in Isiolo County, after he officially commissioned a Competency Based Curriculum (CBC) classroom. He assured all the School Heads present of meeting the target of 10,000 classrooms by June.
“This is the new education system in Kenya that is currently set to replace the 8-4-4 education set-up. The system was introduced in 2017 after a long research and development by Kenya Institute of Curriculum Development (KICD),” Jwan explained.
Construction of CBC classrooms is underway in secondary schools around the country, a move that is aimed at supporting the 100 per cent transition policy and to accommodate more learners by 2023 when the CBC Grade Six (6) candidates of 2022 will transit to Junior Secondary School.
The PS noted that the government has put in place a lot of infrastructure for learners who complete their secondary education to proceed to tertiary levels.
“Higher education has been diversified in that students have been given a platform to join technical institutes and national polytechnics, if they do not qualify for universities,” he added.
Jwan explained to students who were to join technical training institutes that they will automatically get Sh30, 000 provided as capitation by the government and access Sh40, 000 given by Higher Education Loans Board (HELB) to cater for their studies.
This is to ensure that the students do not get stranded after their form four due to lack of funds.
The PS lauded Isiolo County Commissioner Geoffrey Omoding, who chairs the Multi-Sectoral Team on project oversight and development, for ensuring construction is completed on time.
Students of Waso Secondary School were commended for being well behaved as there has been neither a case reported on an attempt of arson in their school nor exam malpractices during national examinations.
The Kenya Certificate of Secondary Education first sit-in paper, will commence on March 14, 2022.

The Universities Fund was established under section 53 of the Universities Act, 2012 for financing Universities in Kenya. 1. What is the difference between the former university grant and the new Higher Education Government Student Scholarship?
The Higher Education Government Student Scholarship is a financial assistance programme provided to learners in public universities and TVET institutes. Funded through government resources, this scholarship aims to support students pursuing undergraduate, diploma, craft certificate and artisan education. The scholarship is based on the actual cost of the programme and the student’s financial needs.
2. Who qualifies for the Scholarship?
To be eligible for the scholarship, one must be Kenyan and a 2022 KCSE examination candidate for university learners. He or she must have been placed by the Kenya Universities and Colleges Central Placement Service (KUCCPS) to pursue an undergraduate, diploma, craft certificate or artisan course at one of Kenya’s accredited public universities or TVET colleges. Scholarship application is open to students who sat their Kenya Certificate of Secondary Education examination from 2022 onwards.
3. A student can apply for this government scholarship at any stage of their academic programme. Can a student apply for loan and scholarship in the same year?
Yes. Loans and scholarship awards will be categorized differently. A vulnerable student will get 82 per cent scholarship and 18 per cent loan of the cost of the programme. An extremely needy learner will get 70 per cent scholarship and 30 per cent loan of the cost of the course while a needy learner will get 53 per cent scholarship, 40 per cent loan and seven per cent household of the cost of the programme. Lastly, a less needy learner will get 38 per cent scholarship, 55 per cent loan and seven per cent family of the cost of the course to be pursued.
4. Can students below 18 years apply for the scholarship since we know those below that age have previously not been allowed to apply for study loans?
Minors – individuals who have not attained 18 years of age – who sat their KCSE examination last year and have been placed by KUCCPS in a public university or TVET college can apply for the Higher Education Government Student Scholarship. Once the individuals reach 18, they will be required to update their profiles to continue benefiting from the government scholarship and loan.
5. Is it a must for a student to apply for the Higher Education Government Student Scholarship?
It is not mandatory. It is advisable to only apply for the scholarship if you need government financial assistance.

Yes. If a student is fully funded by another agency, individual or institution, the government Student Scholarship cannot provide a scholarship to the same student since it will lead to over- funding. TSC latest guidelines on handling of teachers affected by Alcoholism and Drug Abuse
Some teachers employed by the Teachers Service Commission (TSC) are greatly affected by addiction to alcoholism and drug abuse. This hinders their performance of duty. Such teachers may find themselves on the wrong side of the TSC Code of Conduct and Regulations. This includes but not limited to absenteeism.
Alcohol, Drug/Substance Abuse (ADA) contributes to conflict, indiscipline and loss of employees at the workplace. Lack of control of these negative habits has the potential of far reaching effects on the delivery of service and may undermine public confidence in the organization.
The Commission does not, though, victimize such teachers. Instead, teachers with such disorders have been covered in the latest TSC policy on well being of employees. This policy provides guidelines for the prevention and management of Alcohol and Substance Abuse in the Commission.
TSC Intervention measures against Alcohol and Drug Abuse
The Commission considers employees who have alcohol and substance disorder to be psychopathic persons with mental illness. The Commission has therefore adopted the following measures for prevention, management and mitigation of Alcohol and Drug Abuse:
- Prohibited the sale and use of alcohol and drugs in all workplaces.
- Ensured that employees with alcohol and drug related problems are helped to recover while receiving all services and benefits as stipulated in the Employment contract.
- Grants sick leave to all employees with ADA challenges twice within their employment term. Any additional seek leave days shall be granted on a case-by-case basis and at the discretion of the Commission.
- Displays and avails Information, Education and Communication (IEC) materials about Alcohol, Drug and substance Abuse at all workplaces.
- Supports the formation of psycho-social support networks and encourage employees with ADA issues to join and benefit from the after-care programmes to avoid relapse.

Extend deadline for Nemis registration, teachers plead
Teacher unions are requesting that the Ministry of Education prolong the deadline for enrolling students in primary schools within the National Education Management Information System (Nemis).
The registration period in the web-based data management system lapsed at midnight on Easter Monday. The Kenya Primary Schools Heads Association (Kepsha) and the Kenya National Union of Teachers (Knut) indicated that school heads encountered network failures that inhibited data entry into the Nemis portal.
“For the past two weeks, the majority of heads of institutions have been unable to complete the forms in the portal to register students under Nemis, hence the request for an extension of the deadline by a few days,” stated Kepsha national chairperson Fuad Ali.
He advocated for a prompt enhancement of the Nemis system to resolve the technical issues faced by headteachers and expedite the registration of learners.
“Registering learners under Nemis will allow the Ministry of Education to calculate capitation funds for individual schools when they reopen for the second term on February 28, 2025. Heads of institutions have been working tirelessly to register learners as mandated by the ministry, yet many have not achieved success,” Mr. Ali informed reporters on Tuesday.
Nemis was launched by the Ministry of Education on July 31, 2017, with 600 schools participating in a pilot program prior to a comprehensive rollout in January 2018.
As of 2024, more than 10. 4 million learners were recorded in public and private primary schools nationwide, as reported by the Ministry of Education.
To register learners, a head teacher receives a code via email, which is utilized to access the portal and complete the necessary information. However, there have been reports of delays or the non-issuance of the code required to access the system.
Kenya National Union of Teachers (Knut) secretary-general Collins Oyuu endorsed the appeal for an extension, asserting that it serves the best interests of learners who may face exclusion from the system.
“If there are obstacles hindering learners or heads of institutions from successfully capturing learners’ details, the deadline should be prolonged to facilitate the onboarding of all,” stated Mr. Oyuu.
He urged the Ministry of Education to respond positively to the requests of heads of institutions to enable the registration of all learners, which is crucial for effective planning and funding.
“It is not advantageous for anyone to exclude any learner from registration,” he remarked.
Speaking in Bomet County, Mr. Oyuu stressed that every child’s right to access education ought to be upheld and supported through government funding.
“We are making a modest appeal to the ministry to grant teachers additional time to record learners’ details, given the network challenges encountered over the past few weeks,” he added.
Capitation funds
The Ministry of Education only disburses capitation funds for learners who are registered in the Nemis portal, not for those recorded solely in a school’s physical register.
“For instance, if a school has 800 students and only 200 are registered with Nemis, the ministry will not acknowledge the additional 600, regardless of their physical presence in the school and their inclusion in the school’s hard copy register,” stated Knut’s first national chairman, Malel Langat.
A significant obstacle in registering students in Grades 1–3 is the absence of birth certificates, an issue that institutional heads report has persisted for many years.
“Students under the guardianship of relatives, particularly their grandparents, frequently do not possess birth certificates. This is a critical matter that the government must address. These young children require assistance in obtaining essential registration documents,” remarked a head teacher in Bomet County.
A birth certificate is necessary to create an examination assessment number for the student. Subsequently, Nemis assigns a Unique Personal Identifier (UPI) to each student, which they will use throughout their educational experience. The system also tracks each student’s place of birth, parental information, schools attended, and academic achievements.
The Nemis utilizes the registration data from Nemis to allocate textbooks to educational institutions. Education Cabinet Secretary Julius Ogambo recently underscored the significance of Nemis in the management of schools.
“Nemis is integral to the administration of educational institutions, particularly in determining government funding,” Mr. Ogambo stated during a recent visit to the Konoin and Sotik constituencies in Bomet County.

ASUMBI GIRLS HIGH SCHOOL’S BRIEF HISTORY
Asumbi Girls’ High School was started on 19th March 1936, by the Franciscan Missionary Sisters of Saint Joseph as Lower Boarding Primary school, with a small population of pupils, sponsored by the Mill Hill missionaries of the then Catholic Diocese of Kisumu.
The school progressed and became an intermediate school going up to std VIII. In 1965 the first form one students were admitted. Three years later in 1968, the primary section was phased out. The following year 1969 the first secondary students sat their “ O” Level examinations.
Those who passed well proceeded to “A” Level Art class in 1970. in 1979 Science class of “A” Level added to the existing Art class. With the introduction of the 8-4-4 system of education, the “A” level classes were phased out in 1989. The school is a four streamed public provincial Girls boarding secondary school.
The school sits on 20 acres of land. From this humble beginning, Asumbi Girls’ Secondary School became a full-fledged Government maintained School in 1965 managed by Board of governors legally constituted by the Ministry of Education.
The school has maintained it’s a Catholic tradition. The school’s sponsorship has been passed on from the management of initial Catholic Diocese of Kisumu to the Catholic Diocese of Kisii and presently it is under the sponsorship of Catholic Diocese of Homabay.
There were 13 classrooms, 6 dormitories, a dining hall, a kitchen, ablution blocks, and three teacher’s houses. The Kenya Government through the World Bank helped the school to build 4 dormitories block and four blocks of the Teaching staff houses.
