Nemis going nowhere- Education Ministry promises

 The Ministry of Education has come out to defend the use of the National Education Management Information System (Nemis). This is after reports that the Ministry had abandoned the electronic learner capture system for a manual system.

But, the Ministry now says the Nemis has been so successful and is there to stay.  “The National Education Management Information System (NEMIS) is a success story that government will continue using in managing Education. Government is improving its capabilities to store and process, and retrieve information for use by ministry of Education,” reiterates the Ministry.

In what was construed to mean that the Ministry had abandoned Nemis, the Education CS Prof George Magoha (through a circular dated December 10, 2019) had noted that the actual number of all schools and learners in the country is not known.

“It has come to my attention that the State Department of Early Learning and Basic Education does not maintain accurate and reliable database on the number of physical schools and the actual number of pupils that can be relied on for effective decision making,” said CS Magoha.

According to the CS, lack of accurate information has hampered effective service delivery in the Education Sector. He has thus directed all County Directors of Education to urgently compile data on the actual number of pupils in grade two (2) to eight (8). Also to be collated is data on the physical number of schools; both secondary and primary schools. “This information should reach this office (the Education Headquarters at Jogoo House; Nairobi) by Monday December 23, 2019,” the CS directed.

Schools are always expected to update the data on all learners and employees on the Ministry’s portal; National Education Management Information System (NEMIS). But, some schools may be having incomplete data. Data captured on NEMIS is used for disbursement of government fee capitation among other functions.

The CS warned that schools with incorrect data will miss out on Fees Capitation and other government services. “This information is required for 2020 capitation and other critical decisions. It is reiterated that no institution shall receive capitation or any other Ministerial service without this data,” He added.

Early this year, a number of schools missed capitation due to inaccurate data on NEMIS. The Ministry had to surcharge institutions that had exaggerated their learners’ populations.

All learners in public secondary schools receive government capitation of Sh22,244 per year. Their counterparts in primary schools receive a total of Sh1,420; annually.The Government disburses the capitation money on a ratio of 50 per cent for first term, 30 per cent in the second and 20 per cent for third term.

The system that was launched in 2017 has captured a total of 6.8 million learners out of the expected 13 million; in both secondary and primary schools countrywide. In secondary schools, about 2.47 million students have been captured out of the expected total of 2.8 million.

TPD MODULES SIMPLIFIED REGISTRATION PROCEDURE

The Kenya Institute of Education Management (KEMI) is still carrying out the registration of teachers for the Teachers Service Commission (TSC) Teacher Professional Development (TPD) programme. KEMI has released induction and registration dates and locations per county.

Admission and Registration for Teacher Professional Development (TPD) Program

Kenya Institute of Education Management (KEMI) is a management development institution that acts as a capacity building agency of the Ministry of Education.

KEMI is empowered to conduct leadership and management training, research and consultancy in the education sector under Legal Notice No. 19/2010.

The Teachers Service Commission has recognized KEMI for providing Teacher Professional Development (TPD) programs to registered teachers in public and private primary and secondary schools, trainers in tertiary institutions as well as instructional leaders in public and private institutions.

The overall objective of the TPD program is to professionalize teaching by continuously developing and improving the skills, competencies and knowledge of teachers in line with the core competencies of the 21st century with the aim of enhancing the provision of quality education.

How to Easily Register for TPD Modules

To register, pay a registration fee of Ksh. 1,000 (which is part of the Ksh. 6,000 fee) through:

Pay Bill Number 971900, Account: TPD1-County Code-Your TSC Number (for example for a participant in Nairobi it would be: TPD1-047-Your TSC Number).

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). There very few Professors in Kenya

Kenyatta University Vice Chancellor, Paul Wainaina, has raised concern over few numbers of professors in the institution, saying it might affect the quality of future education and research.

He said the University has not had a full professor for the past four years to replace those who retire or leave through other causes pointing out that Department of Education has only four full and two associate professors.

Prof. Wanaina observed that most of the remaining professors will be all gone in the coming years, leaving the university at cross roads in terms of education quality and research.

“The future of every university lies with its think tanks who are the professors. There used to be a time when we used to be like eight full professors and several associates. Now it is worrying because I have just a few years left before I leave and I have not seen anyone close to a professor level,” he said.

He said it may seem like dark days in the education industry since the mainstay of quality education is evidence-based knowledge brought by professors.

The Don called on lecturers to further their studies through doing more research and attain the prof. stature, in order to save the future of the departments and the quality of education in the country.

“Professors are the apex of scholarship in any university. We need to get more lecturers promoted into professors to save the quality of education starting with teaching, doing research for solving problems of this nation,” said Wainaina.

He was speaking as one of the lecturers, Dr. Rubai Mandela, launched a book, Before Two Become One, at a Ruiru hotel.

He said the university would support those in the field of research to attain those high education accolades to ensure they bring out qualified scholars, who will hold up the university in future.
