Form ones to report to school in June, 2021- Government says

2021 Form ones latest news- All Kenya Certificate of Primary Education examination candidates will get Form One placement in June in line with the government’s 100 percent transition policy, Early Learning and Basic Education Principal Secretary Dr Julius Jwan has assured parents and guardians.

Dr Jwan said admitting all candidates to secondary schools was in line with Article 53(1) (b) of the Kenya Constitution on provision of free and compulsory basic education to every Kenyan child.

Speaking in Nakuru where he supervised the opening of examination containers before touring several examination centres in the county, the Principal Secretary said the Education Ministry had developed water-tight criteria to ensure the form-one placement process was objective and transparent.

He put on notice school heads who disregard the government’s fees guidelines and demand extra money from parents, warning that disciplinary action would be taken against them.

Dr Jwan called on parents to ensure the safety of candidates amidst Covid-19 pandemic ahead of their expected admission to Form One in June this year.

This year’s KCPE examination were postponed from November last year following prolonged closure of schools ordered by President Uhuru Kenyatta on March 14th after the first case of the deadly coronavirus was reported in the country.

The Principal Secretary said he was impressed by centre managers, invigilators and security personnel who had ensured that the candidates wrote their exam papers under strict health protocols to curb the spread of the virus.

He said no major incidents were reported as the Kenya Certificate of Primary Education exams come to a close across the country. A total of 54,751 candidates in Nakuru wrote the examinations in 1,061 centers.

Dr Jwan said the ongoing heavy rains in some parts of the country had not disrupted the examinations adding that the government had been adequately prepared in the event of event of emergencies.

On Monday, candidates sat their Mathematics test in the morning and English and Composition later in the day. On Tuesday, they took Science, Kiswahili, and Insha before ending with Social and Religious studies on Wednesday. There were strict guidelines to curb cheating.

Invigilators checked candidates’ facemasks following reports that some were planning to use them in cheating.

Dr Jwan said they had recorded eight cases of candidates in Nyamira-Borabu who had not been registered for examination after private institutions they were learning in were closed down.

“We undertook the necessary procedures and ensured that the candidates did not miss out on their examination by having the government pay for their registration as it had done for the rest of the candidates,” he revealed.

He urged teachers and security personnel to get vaccinated against Covid-19 as they were front line workers whose levels of exposure to the deadly virus were higher than the general populace.

He also confirmed that no case of Covid-19 ill candidates had been reported during the exercise.  The government had earlier indicated that students who might fall sick with Covid-19 symptoms during the exam period will have to do the test in isolation rooms.

Dr Jwan said the Ministry was adequately prepared to administer Kenya Certificate of Secondary Education (KCSE) examinations whose rehearsals kick off on Thursday.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. TSC Guidelines for recruitment of JSS Intern Teachers 2024/2025

GUIDELINESFORRECRUITMENTOFTEACHERINTERNS,JUNIOR SECONDARY SCHOOLS– 2024/2025 FINANCIALYEAR

1.0     GENERALINFORMATION

  1. Following the advertisement for recruitment of teacher interns, Sub-County Directors are requiredtoconducttheselectionexercisefortheadvertisedvacancy(ies)forapplicants wishing to be engaged in the TSC Internship programme and submit Merit Lists to the TSC Headquarters through their respective TSC County Directors.
  2. Applicants will berequired to submit their applications to the Secretary, Teachers Service Commission online throughteachersonline.go.kewhere a vacancy has been declared.
  • The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public OfficerEthics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).
  1. TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensurethatvenuesforselectionprocessareaccessibletoapplicantswithdisability.
  2. AllapplicantsMUSTberegisteredteachersasperSection23(1)oftheTeachers Service Commission Act, 2012.Applicants who are not duly registered shall not be considered

  2. All the applicants shall be invited for the verification of documents. The applicants shall be informedof the interview venue, date andtime through SMSatleastseven(7)days
  3. The verification exercise shall be conducted at the Sub-County level through the TSC Sub- County Selection Panel under the leadership of the TSC Sub-County Director. After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all TheSubCountyMeritListsshallbeused to recruit teacher interns in the current and subsequent recruitment of teacher interns withinthefinancialyear.
  • Upon invitation for interview, applicants shall be required to present originals and clearphotocopiesofthefollowingdocuments:-
    1. Nationalidentificationcard;
    2. CertificateofRegistrationasateacher;
    3. Diploma/Degreecertificateandofficialtranscripts;
    4. KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);
  1. KCPE certificate or its equivalent (include certificates for attempts if one re-satexams);
  2. Primary and Secondary School leaving certificatesandotherrelevanttestimonials;

  • GraduateTeachers

ApplicantsmusthaveaminimummeangradeofC+(plus)atKCSEandC+(plus)in eachofthetwoteachingsubjectsortwo(2)Principlesandone(1)Subsidiarypassat‘A’ Level.In addition, they must have either:

  • ABachelorofEducationDegreewithtwo(2)teachingsubjectsor,

 

  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE)withtwoteachingsubjectsor,
  • Bachelor of Science with Education/Bachelor of Arts with Education with two teachingsubjectsor,

 

  • Bachelor of Science in Agricultural Education and Extension with two teaching

 

N.B:Applicantswiththefollowingqualificationsarealsoeligible;

  1. Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or those who obtained a Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior to undertaking a Bachelor of Education Degree.
  2. Diploma inEducationHolders witha MeanGrade of C+ (Plus)and C+ (Plus)in the two teaching subjects at KCSE and have undertaken a Bachelors of Education

 

  • Bridging/Pre-university certificates for those who completed the course before December 31st, 2015 are considered.

ApplicantsmusthaveaminimumMeanGradeofC+(Plus)atKCSEoritsequivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle andtwo(2)Subsidiariesat‘A’level.Inaddition,theymusthave:aDiplomainEducation from arecognized Teacher TrainingInstitution with at leastC+ (Plus) in the two teaching subjects.

N.B:

  1. Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible
  2. Hearing andvisually impairedteacherswhoenrolledfor training withMeanGradeof C (Plain) and C (Plain) in the two teaching subjects are eligible.
    • TechnicalTeachers

ApplicantsmusthaveaminimumMeanGradeofC+(Plus)atKCSEoritsequivalent withatleastC+(Plus)inthetwoteachingsubjectsorone(1)Principleandtwo(2) Subsidiaries at‘A’-Level insubjectsstudied.Inaddition, theymusthave either:

     COMPLAINTS

  1. Any applicant who is dissatisfied with the process should submit to the TSC County DirectorawrittencomplaintimmediatelyandsendanemailtotheTSCHeadquarters through email address:dirstaffing@tsc.go.kenot later thanseven (7)days afterthe selectionprocess;
  2. The TSC County Director should withinseven (7)days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;

 

  • Where anapplicantisdissatisfiedwiththedecisionof theTSCCountyDirectorin(ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. You are advised to study the sketches, instructions, and the layout carefully before you begin the test

Materials Provided

  5. Waist band
  6. Plain light weight cotton fabric 50cm long by 90cm wide.
  7. Cotton sewing thread to match the fabric.
  8. Embroidery thread 125 cm long.
  9. One button 1.3 cm with two holes.
  10. One large envelope.

 

 

 

THE TEST

Using the materials provided, cut out and make the LEFT LEG of the shorts to show the following processes:

  1. Cutting of the pattern pieces. (13 ½marks)
  2. Making of the back dart. (7 ½ marks)
  3. Placement of the motif using satin stitches. (14 marks)
  4. Working on the side seam using an open seam. (12 marks)
  5. Working of the inner leg seam using a French seam. (10 ½ marks)
  6. Preparing and attaching the waistband. (14 marks)
  7. Fixing the button. (5 ½ marks)
  8. Managing half of the slip hemming stitches (include both seams). (6 marks)
  9. Presentation of the work. (7 marks)

 

 

At the end of the examination, firmly sew on your work, on a single fabric, a label bearing your name and index number. Remove the needle and pins from your work, then fold your work neatly and place it in the envelope provided. Do not put scraps of fabric in the envelope.

                       – Collect equipment and material needed (½) to save on time (½ )

– Removal of loose dirt/dispose scrapes of food (½) to keep water clean (½)

– Use a sponge (½) and warm soapy (½) water to remove dirt and prevent scratches (½) and remove dirt (½)

– Rinse thoroughly in warm (½) water to remove dirt and soap (½)

– Final rinse in cold (½) water to freshen (½)

– Drip dry/upside down on a rack (½) to remove water (½).

– Store (½) in a clean cool dry place to maintain (½)

SECTION C (40 MARKS)

22 a)Points on conservation of energy in lighting.

– Lighting in various parts of the house should be designed to suit a particular area

– Use lightly colored surfaces as they reflect light and distribute it better than dark ones

– Daily light should be used as much as possible. Artificial light should be used only for dark hours

– Ensure that all light fittings e.g. shades, covers etc are clean and in working order

– Turn off lights when not in use even for short periods

– Avoid using bulbs with high voltage than really required (any 5 x 1 = 5 marks)

 

b)Suitable conditions for the growth of yeast.

(i)        Food, this is provided by the sugar in the flour / Limited amounts should be used since too much of it will rupture the yeast cells retarding the fermentation process.

  • Warmth , the working conditions must be warm 25°C / Hot temperatures will

kill the yeast and cold temperature will retard the growth of the yeast.

  • Liquid , this is provided by the water or milk used in the mixture/  It is used for the formation of the solution in which fermentation process takes place.
  • Time, this is provided by allowing yeast mixture to ferment and proof.

c ) Preparation of a shaped round  patch pocket and  attachment.

No salary increments, new CBA for teachers and Civil Servants- SRC

Teachers and other civil servants will not receive any new salaries any time soon, the Salaries and Remuneration Commission (SRC) has declared.

According to the latest circular by SRC, no new Collective Bargaining Agreements (CBAs) will be signed in the next two years as a result of the bloated wage bill and effects of the Covid 19 pandemic on the economy.

Outcome of the Third Public Sector Remuneration and Benefits Review Cycle; 2021/2022-2024/2025

The Salaries and Remuneration Commission (SRC) is established under Article 230 of the Constitution of Kenya, 2010, with the mandate to set and regularly review the remuneration and benefits of State officers, and to advise on the remuneration and benefits of all other public officers.

As per Section 11(e) of the SRC Act, 2011, the Commission set a four-year review cycle for remuneration and benefits in the public sector. The first review cycle ran for the period 2013/14–2016/17, and the second review cycle was during the years 2017/18–2020/21.

The third review cycle is for the period 2021/22–2024/25, and will commence in the financial year 2021/2022.

The Remuneration Review Cycle under reference is undertaken within the following context;

a) Economic outlook

The outbreak of the Covid-19 pandemic and the resultant containment measures has and continues to impact the global economy. The World Economic Outlook, January 2021, as published by the International Monetary Fund, estimates that the global economy slowed down by 3.5 per cent in 2020, from a growth rate of 2.8 per cent in 2019.

The current economic slowdown is worse than the slowdown reported in the 2008–2009 global financial crisis.

Prior to the outbreak of the pandemic, Kenya’s economy was resilient in spite of the challenging global environment. The economic growth for 2018 and 2019 averaged 5.4 per cent.

In 2020, the economy was adversely affected by the outbreak of the pandemic, which affected lives and livelihoods and, to a greater extent, businesses and economic activities.

As a result, the economy is estimated to have slowed down to around 0.6 per cent in the year 2020, from a growth of 5.4 per cent in 2019.

Kenya’s economy is projected to recover and grow to around 6.6 per cent in 2021, supported by ongoing investments in strategic priorities of the government under the Big Four Agenda, and implementation of the economic recovery strategy.

b) Impact of Covid-19 on jobs and income

Due to Covid-19 restrictions globally, the International Labour Organization estimates that 8.8 per cent of global working hours were lost in 2020 relative to 2019.

This is equivalent to 255 million Full-Time Equivalent jobs, which were about four times greater than during the 2009 global financial crisis. Workers globally, including in Kenya, have had to accept shorter working hours and wage cuts in different sectors and industries. Several countries have taken measures to rearrange their expenditures to share the economic burden.

The measures undertaken globally include, but not limited to:

  • introducing basic salary cuts;
  • withholding annual increment, freezing of minimum wage;
  • freezing inflation-linked increases in basic salary and pension;
  • suspending all planned salary increases effective financial year 2020/2021; and
  • mandatory donations of portions of some employees’ salaries to finance the pandemic response.

In Kenya, in the spirit of social dialogue, Kenya’s social partners entered into a Memorandum of Understanding detailing a joint approach to managing labour relations during the period.

Review of remuneration and benefits in the Third Remuneration Review Cycle While setting and advising on remuneration and benefits payable, SRC is guided by constitutional principles set out in Article 230(5) of the constitution and Section 12 of SRC Act, 2011.

These principles are:

  • Affordability and fiscally sustainability;
  • Attraction and retention of requisite skills;
  • Recognition of performance and productivity;
  • Transparency and fairness; and
  • Equal remuneration to persons for work of equal value (Equity).

The Commission has reviewed remuneration and benefits in the context of these principles as follows;

Affordability and fiscal sustainability of the wage bill

The current Public Sector Wage bill consumes a larger percentage of revenue than the target set in the Public Finance Management Act 2012 and a larger percentage of GDP compared to average for developing countries.

To jumpstart the Covid-19-ravaged economy, more resources must be made available for investment in the government priority areas. To release resources for investment in the priority areas, the wage bill to revenue and to GDP ratios must take a trajectory towards achievement of the target ratios.

Equity and fairness

The Commission addresses equity and fairness through job evaluation, harmonisation of salary structures, and streamlining allowances and benefits. Consequently, SRC has undertaken;

  • Job evaluation of the current review cycle to determine the relative worth of jobs and to harmonise job grades within and across sectors;
  • Review of salary structures; and
  • A study on allowances payable in the public sector and developed a policy, which will streamline allowances to ensure equity and fairness in total pay.

Harmonisation of basic salary structures, implementation of job evaluation results and implementation of the allowances policy will be done within the framework of affordability and fiscal sustainability.

Attraction and retention of requisite skills

Remuneration and benefits is a key driver of attraction and retention of requisite skills. The Commission ensures that remuneration and benefits in the public sector enables attraction and retention of requisite skills through salary labour market surveys in the public and private sector.

A study by SRC in 2018 revealed a high retention of 95 per cent of employees within the public sector. SRC carried out another salary survey in the public sector in 2020 to establish compensation levels and trends, which revealed a 90 per cent retention rate of employees in the public sector.

The high retention is attributable to high job security, opportunities for growth and a good work environment.

Further, SRC undertook salary surveys in the private sector in 2021 to gauge remuneration levels and ensure a fair balance in the private and public sector remuneration and benefits.

Implementation of this survey is subject to affordability and fiscal sustainability.

Recognition of performance and productivity

SRC has developed a draft framework to recognise performance and productivity and has received stakeholder input. These principles will be operationalized within the context of affordability and fiscal sustainability once the framework is finalised.

Outcome of remuneration and benefits in the Third Remuneration Review Cycle

The review of remuneration and benefits in the third review cycle is informed by outcomes of the job evaluation and grading, labour market salary surveys and a review of the current salary structures in the public sector.

Implementation of the outcome of the third remuneration and benefits review cycle is projected to cost Ksh 82 billion over a four-fiscal-year period.

Pursuant to the constitutional principle of affordability and fiscal sustainability, SRC engaged the National Treasury on the projected cost. The National Treasury advised the Commission that due to the effect of Covid- 19 pandemic on the performance of the revenue and the expected slow economic recovery;

  • The Commission to consider postponing the review for the next two fiscal years until the economy improves, and
  • The National Treasury will review the performance of the economy and advise SRC as/and when the review can be done based on the prevailing circumstances to ensure affordability and fiscal sustainability.

Pursuant to SRC’s mandate to set, and regularly review the remuneration and benefits of State officers, and to advise on the remuneration and benefits of all other public officers, the Commission considered the advice of the National Treasury, the constitutional principles and SRC Act principle on remuneration and benefits and hereby, states as follows;

Notwithstanding the need to enhance equity and fairness through harmonisation of salary structures, implementation of job evaluation results and the need to review salary structures;

Cognisant of the government’s financial constraints, the current wage bill ratios, the need to release resources for investment in the strategic priorities of the government to jumpstart the Covid-19-ravaged economy;

  1. There will be no review of the basic salary structures, allowances and benefits paid in the public sector in the financial year 2021/2022-2022/23;
  2. Annual salary notch adjustments in existing salary structures, as set or advised by SRC, will continue to be applied within budget allocation;
  3. No additional funding will be provided for implementation of the job evaluation results in the financial year 2021-2022 and 2022/2023;
  4. Public sector institutions may implement job evaluation results, by placing jobs in their rightful job evaluation grading, within the existing salary structures and approved budgets, subject to confirmation to SRC that the funding is provided for in the current budget;
  5. Public sector institutions will be required to fully implement the Allowances and Benefits Policy; and
  6. SRC will review the situation after two fiscal years, and based on the status of the economy, guide on the way forward for the remaining period of the third remuneration and benefits review cycle.

UTUMISHI BOYS ACADEMY’S BRIEF HISTORY

The idea of starting a school for police officers’ children was conceived in the early 1960s, however, it was until 1991 when the commissioner of police the late Philip Kilonzo began implementing the idea.

On 30th May 1991, the first steering committee was formed. Its first chairman was the former Senior Deputy Commissioner of Police, Hon Elijah Sumbeiywo. On December 30th, 1992, the principal Mr. Willie M. Mugoh was posted to the school. He was soon followed by twelve teachers. On 26th Jan 1993, the school admitted its first 80 boys and girls.

They were accommodated in the primary school since the complex had not been completed. Students used wooden houses in the anti-stock theft unit Police line as the boys’ dormitory and the school dining hall. The school soon outgrew the facilities the primary section could offer and so in January 1995, the school was moved to the incomplete complex structures.
