2025-2029 Salary CBA: TSC To Present Kuppet Counter-Offer Within 3 Weeks

The Kenya Union of Post -Primary Education Teachers, KUPPET, National Executive Board, led by the National Chairman, held a consultative meeting on Wednesday 2nd July 2025, with the Teachers Service Commission (TSC) regarding the 2025-2029 Collective Bargaining Agreement.

The Commission acknowledged receipt of the KUPPET Memorandum of Demands/Proposed CBA that was presented in October 2024, which according to the TSC comprehensively covered what it would take to have a highly-motivated, well-remunerated and supported teaching fraternity to meet the needs of the country’s education sector.

The Commission accepted that currently, teachers were demotivated, with many grievances over pay and working conditions.
The Commission also accepted that issues of the teachers’ CBA should be carefully handled since the teachers contribute not only to education but the stability of the country.
The Commission said they were in advanced consultations within the government, including but not limited to the Salaries and Remuneration Commission.

While recognizing the Commission’s position, KUPPET reminded the Commission that the teaching fraternity was now operating in a vacuum, since the 2021-2025 CBA had expired on 30th June 2025.
The union demanded a strict timeline within which the Commission should conclude their consultations and table a counter-offer to the KUPPET proposal.

The Commission committed to finalize its consultations and present a counter-offer to KUPPET on or before 20th July 2025.
Given that firm commitment by the Commission, the union appeals to our members to remain calm as we await the counter by TSC on or before 20th July 2025.
